Recruitment Specialist- Full-time Position in Springfield, IllinoisSalary Range: $45,000 - $65,000 (commensurate on education & experience)Shift: Monday - Friday from 8am-4pm with a 30 minute unpaid lunchJOB SUMMARY: Under the general direction of the Director of Human Resources, manages the agency's internal and external recruitment efforts; reviews, designs and modifies recruiting procedures as appropriate; coordinates with department heads on current and future staffing needs; seeks out and attends job fairs for Hope departments; provides Hope leadership guidance with interviewing and selection procedures as needed and manages and tracks the overall recruitment expenditures.ESSENTIAL FUNCTIONS: 1. In coordination with supervisor, collaborates with department heads on current and future staffing needs; develops recruitment plans and ensures regular communication with the department head and position candidates until the position is filled; attends and participates during bi-weekly operations meetings on behalf of supervisor, upon request.2. Updates and designs current and new recruiting procedures (e.g. job application, postings and methods of recruitment); develops new programs and strategies to attract candidates.3. Aids department heads in effectively capturing the objectives of the positions and ensures recruitment and interviewing activities are designed to measure and evaluate appropriate knowledge, skills and abilities.4. In conjunction with the communications team, develops and manages all electronic, audio or print recruitment processes, procedures and job postings across all Hope Organizations; monitors applicant flow and makes adjustments to postings as necessary.5. May manage pilot recruitment programs for various Hope departments, per department needs; communicates effectively with supervisor and the Employment team regarding new hires and starting dates.6. Manages and makes recommendations pertaining to the monthly budgets for recruiting; completes requisitions for payments to vendors and designates placement of rollover funds for job sites.7. Research, schedules, plans, prepares and participates in local and regional job fairs; schedules, organizes and serves as lead to develop internal recruitment events at Hope sites; communicates and collaborates with division leadership regarding internal and external job fair participation as appropriate.8. Manages all active candidates for vacant and prospective positions ensuring each division manager has the training and guidance necessary to lead the evaluation process for prospective job candidates; engages candidates throughout the process providing regular and ongoing communication during recruitment. 9. Provides division support with regard to screening candidates and scheduling interviews for managers as needed or requested.10. Completes job posting processes by officially closing any electronic postings and providing appropriate notice or communication to candidates regarding the opportunity.11. Develops an internal recruitment campaign for Hope employees; ensures employees receive notice of professional opportunities through intranet or internal software pages as well as regular email and recruitment blasts.12. Manages the internal posting of bargaining unit positions; collaborates with the supervisor and the Employment Specialist regarding the filling of those vacancies and assists with documentation and communication as necessary.13. Oversees the training and completion of employee badge system; ensures employees are provided new badges with title and name changes; updates HRMS systems with appropriate employee's photos.14. Upon request, provides reports to supervisor and division leaders on measurable recruiting and hiring metrics such as time-to-hire and cost-per-hire allowing the agency to set goals to address areas of concern; produces monthly reporting on key performance indicators.MARGINAL FUNCTIONS:1. Assists in various research requests, including timely responses to audit inquiries; may assist in developing and preparing reports, letters, and spreadsheets. 2. Provides employees with timely responses to questions and or redirect employees to recorded trainings and other human resources personnel.3. Assumes responsibility as a mandated reporter concerning incidents of alleged abuse and neglect of individuals served by Hope, as outlines in the agency's policies and procedures.4. Performs all other duties as required or assigned.WORKING CONDITIONS: 1. Work is performed primarily in an indoor office or residential environment, free from extreme weather conditions. 2. Work may include a moderate amount of noise (business office with computers, phone and printers). PHYSICAL REQURIEMENTS:1. The Recruitment Specialist requires the ability to lift, push, pull or carry up to 15 pounds of force at a time when carrying equipment to setup for job fairs and may be subject to prolonged periods of sitting at a desk and working on a computer2. Able to work a flexible schedule, and to travel upon reasonable requests for job fairs, etc.3. The position requires the ability to use their hands to handle, control or feel objects, tools or controls and will require the ability to see details of screens or objects that are more than a few feet away. KNOWLEDGE, SKILLS AND ABILITIES:1. Working knowledge of principles and procedures for personnel recruitment and selection.2. Knowledge of state and federal employment laws.3. Ability to create and implement sourcing strategies for recruitment for a variety of roles.4. Ability to work independently with minimal supervision. 5. Ability to communicate and deliver information clearly and effectively, both orally and in writing.6. Ability to navigate and utilize various software systems such as Microsoft Office and ERP systems.7. Ability to plan and manage multiple tasks to meet specific deadlines.8. Ability to handle confidential information with discretion.9. Ability to analyze and prepare documents, reports and correspondence. 10. Ability to exercise sound judgement in making critical decisions.11. Ability to handle difficult and stressful situations with professional composure.12. Ability to develop cooperative relationships with co-workers.13. Skill in completing assignments accurately and with attention to detail.14. Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems.15. Skill in cultural competency and the ability to communicate effectively in a culturally sensitive manner with both individuals and groups from diverse backgrounds.TRAINING, ACADEMIC AND EXPERIENTIAL REQURIEMENTS:1. A Bachelor's Degree or equivalent in a Human Resources or Business Administration field; relevant work experience may be a substitute. 2. Two (2) years' experience in customer service.PREFERRED QUALIFICATIONS:1. Experience with an HRIS Benefits Administration System2.
