APPLICANTS MUST BE PERMANENT IN THE ADMINISTATIVE DIRECTOR OF SOCIAL SERVICE CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE OR HAVE PASSED THE OPEN ADMINNISTRATIVE DIRECTOR OF SOCIAL SERVICE EXAM WITH A SCORE OF 100.

Adult Protective Services (APS), is mandated by the State of New York to provide social, legal and protective services to individuals 18 years of age and older, who because of mental or physical impairment are unable to meet their essential needs for food, shelter clothing or medical care, secure benefits and entitlements or protect themselves from physical or mental injury, neglect, maltreatment, or financial exploitation; are in need of protection form actual or threatened harm, neglect or hazardous coordination; and have no one available who is willing and able to assist them responsibly.

The Regional Director of Field Operations will be responsible for the daily operation and management of APS and contracted programs. These programs consist of seven HRA/APS field offices and nine contracted field offices, consisting of approximately 500 staff members in total. Together these programs serve approximately 10,000 clients at any given time.

The Director of Operation ensures timely submission of state mandated reports to avoid sanctions and appropriate reimbursements. Collaborate with the APS Deputy Commissioner developing and implementing new organizational structures to strengthen service delivery while meeting legislative mandates.

APS is recruiting for one (1) Administrative Director of SS M 3 to function as Regional Director of Field Operations. The Administrative Director of SS M3 will:

- Administratively responsible for overseeing staff among the borough offices and contracted vendors to ensure requisite services are provided timely to all clients.

- Collaborate with the APS Deputy Commissioner in developing and implementing new organizational structures and in the modification and review existing structures to strengthen and enhance

operations & services delivery on policies and enhance the delivery of services while meeting legislative mandates.

- Oversee the implementation of new policies and procedures, including the implementation of trainings on newly updated procedures developed for the APS automated case management

system, APSNet.

- Oversee the preparation of complex statistical and analytical reports, making recommendations for improvements and new initiatives. Ensures the timely submission of state mandated reports

to avoid sanctions and to ensure reimbursement.

- Coordinate and oversee the implementation of linkages with HRA, other city agencies, and community organizations.

- Set performance goals and standards for field managers directly supervised and reviews the performance of supervisory program staff. Directs and monitors the development of performance

indicators to ensure that program goals are met within mandated timeframes and to ensure that negative variances are reduced.

- Develop, implement and/or respond to corrective action plans from New York State Office of Children and Family Services or internal agency.

- Oversee implementation and directly monitors progress plans to enhance service delivery or correct systemic deficiencies.

- Manage a correspondence response system, designed to investigate, and respond to community and government complaints and inquiries.

- Represent Adult Protective Services at Executive/Municipal/Agency meetings to interpret policy/procedures/services, and to gain acceptance for new or controversial programs, at the request

of, or in concert with, the First Deputy Commissioner.

Salary Range: $ 81,083-$139,042

Work Location: 109 East 16th street 7th floor

Hours/Schedule: 9-5 or 10-6 flex time

Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or

2. Education and/or experience equivalent to 1 above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in 1 above, as follows:

(A) A masters degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or

(B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in 2(A) above for each year of experience up to a maximum of three years; or

(C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.

However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in 1 above.
