Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.Provide highly complex staff assistance to the City Manager' Office in the formulation, recommendation and administration of the City's long-range infrastructure strategic goals and coordinate infrastructure initiatives across City departments.Attend City Council meetings and, on request, provide information on infrastructure plans, priorities, projects, initiatives and matters under consideration that enhance the wellbeing, sustainability and safety of the community and its residents; prepare and present staff reports and other necessary correspondence; explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues.Serve as project manager for infrastructure special projects and studies; coordinate interdepartmental efforts for achieving the City's infrastructure policy directions and strategic goals; monitor, promote, and measure progress towards the infrastructure strategic goals.Identify current or potential operating challenges on a City-wide basis, and works with the City Manager's Office and Department Directors to systematically resolve issues and problems; provide strategic partnership to Department Directors on interagency infrastructure issues.Spearhead intergovernmental relations with State, County, regional and other local governments as well as community partnerships and relationships with civic, neighborhood, business and educational institutions, organizations and stakeholders.Support and participate in the development and administration of the City's infrastructure budget and accompanying tax and rate structures.Represent the City to appointed and elected officials, outside agencies and community groups on programs and projects of mutual concern; interpret and explain City infrastructure programs, policies and activities; coordinate assigned activities with those of other departments and outside agencies and organizations; participate in the legislative hearing process as necessary.Respond to and resolve difficult and sensitive citizen inquiries and complaints regarding capital improvement projects and maintenance activities related to infrastructure.Develop and manage departmental budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; direct the monitoring and approval of expenditures; direct the preparation and implementation of budgetary adjustments, as necessary.Screen, interview, and select new employees in accordance with established policies, procedures, and guidelines.Supervise, plan, coordinate, and assign projects and areas of program responsibility and monitor progress.Plan, coordinate and provide training to staff to ensure that all staff members are informed and properly prepared to carry out assigned functionsEvaluate the performance of staff, providing regular feedback regarding quality and quantity of work performed; provide employees with the guidance and direction needed to correct deficiencies; and work with employees to help improve individual and operational productivity.Keep informed of new trends and innovations in the fields of municipal infrastructure, utility services, capital projects, etc.;
