Job DescriptionPOSITION SUMMARY: This position is assigned to all Chico SitesUnder general supervision from the Chief Operating Officer (COO), the Regional Operations Manager works closely with Clinical Directors and Clinic Site Managers to plan,direct and coordinate the operations of the agency in support of organization's mission within their region. Regional Operations Managers support their assigned teams to ensure consistent operations across sites and agency wide. This is a key leadership role responsible for motivating and inspiring support staff to optimize efficiencies and provide services in-line with NVIH Mission, Vision and Core Values.ESSENTIAL JOB FUNCTIONS: The list that follows is not intended as a comprehensive list, but rather to provide a representative summary of the major duties and responsibilities. Incumbent(s) will be required to perform a variety of duties listed, including but not limited to:
  • Provide leadership to supervised staff to support sustained and efficient clinic operations, including but not limited to supervising staff; monitor and evaluate performance; provides counseling, coaching, training, and ongoing development of supervised staff in a fair and equitable manner.
  • Collaborate with department directors to ensure that operational objectives and Agency mission are met, supporting clinic culture, morale, and patient care objectives.
  • Maintains and improves clinic operations in conjunction with other management team members including clinician leadership, department managers, and administration.
  • Ensures that all patients are treated in a timely, professional, and courteous manner that promotes customer satisfaction.
  • Assures the development, implementation, coordination, of best practice service delivery processes, procedures, and ambulatory care delivery systems for a health center.
  • Formulate and implement departmental and organization policies and procedures. Monitor adherence to rules, regulations, and procedures.
  • Facilitate change management activities, when and where necessary, to ensure adoption and compliance of NVIH's Policies and Procedures
  • Involvement in planning effective strategies for the financial well-being of the agency, such as supporting regional budget, monitor financial performance and implement cost-control measures.
  • Assists the Chief Executive Officer, Chief Operating Officer, and Chief Medical Officer in monitoring patient utilization of programs and services to assure that NVIH goals are met.
  • Promotes employee and patient safety needs, communicating these needs with recommendations, as appropriate, to the Chief Executive Officer, Chief Operating Officer, Chief Medical Officer, Compliance Officer, and Quality Manager.
  • In collaboration with the Quality Department, lead quality improvement initiatives and ensure continuous improvement in patient care services through evaluation and feedback mechanisms.
  • Assures the development and implementation of effective clinical systems that achieve quality patient outcomes, patient, and staff satisfaction.
  • Works with Compliance Officer to monitor and resolve compliance related issues. Documents and responds and assure all reports document and respond in accordance with the clinic's policies and procedures.
  • Collaborate with Human Resource Department to recruit, retain, develop and train staff to ensure effective staffing levels to meet workload requirements and the delivery of excellence of quality patient care and services.
  • In conjunction with other Regional Operations Managers, engage in emergency preparedness activities and responsibilities to ensure leadership at sites are prepared to respond to emergencies or critical incidents, as appropriate.
  • Works with HIM Department and IT Department to prepare for EHR upgrades and transitions, and implementation of any new application.
  • Other duties as assigned.
Experience and SkillsREQUIRED QUALIFICATIONSThe following knowledge, skills, and abilities are required for an employee to successfully perform their duties.
  • Bachelor of Science Degree in Health Administration or Nursing or related field. Master's Degree preferred,
  • Five (5) years of supervision experience in ambulatory healthcare agency or healthcare operations management; preferred experience in a community healthcare or FQHC.
  • Demonstrated competence in reacting to and handling high stress situations.
  • Able to work collaboratively with multiple levels of professionals (CEO to Receptionists) in a busy and complex environment using tact, diplomacy, and discipline, requiring excellent interpersonal skills.
  • Demonstrated proficiency in supervising and motivating staff.
  • Excellent written, oral communication skills, including the ability to engage in public speaking.
  • Strong organizational, problem-solving and analytical skills with acute attention to detail.
  • Versatility, flexibility, and a willingness to work within constantly changing priorities with enthusiasm.
  • Ability to work independently and as a member of various teams and committees.
  • Good judgment with the ability to make timely and sound decisions by managing priorities and workflow.
  • Creative, flexible, and innovative team player.
  • Reliable transportation and ability to adhere to regular attendance.
