This is a time limited grant funded position with an anticipated assignment period of 24 months and a set salary of $80,000 annually.LOCATION: Remote - must live in or adjacent to one of the following counties in Western North Carolina: Alexander, Alleghany, Ashe, Avery, Buncombe, Caldwell, Clay, Graham, Haywood, Henderson, Jackson, Macon, Madison, McDowell, Mitchell, Polk, Rowan, Swain, Transylvania, Watauga, Wilkes, and Yancey. Incumbent in this role must be a resident of NC or live within 40 miles of the NC border. Travel is required for this position.GENERAL STATEMENT OF JOBThe Crisis Counseling Assistance and Training Program (CCP) is a federally funded supplemental program administrated by the U.S. Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) to fund mental health assistance and training activities in areas that have been declared a major disaster by the President of the United States. The mission of the CCP is to assist individuals and communities in recovering from the effects of disasters through the provision of community-based outreach and psycho-educational services. The CCP supports short-term interventions that involve assisting disaster survivors in understanding their current situation and reactions, mitigating stress, developing coping strategies, accessing sources of emotional support, and encouraging linkages with other individuals and agencies that help survivors in their recovery process.The Regional Project Manager oversees the overall operations of Vaya's CCP efforts and teams. The incumbent provides leadership and direction to team members geographically dispersed across western North Carolina and serves as the primary point of contact for partners and constituents.ESSENTIAL JOB FUNCTIONSCCP Project Coordination:
  • Acts as lead coordinator and manager for the crisis counseling response and is the main point of contact for state and community partners.
  • Represents CCP at high-level meetings within the community and in state leadership meetings.
  • Works with other federal, state and community partners to ensure coordination of behavioral health response and no duplication of services.
  • Conducts regular site visits to partner agencies and accompanies crisis counselors as an observer to ensure appropriate services are delivered.
  • Keeps key stakeholders informed of deliverables, trends and impacts.
Grant Management:
  • Oversees and ensures adequate staffing to support CCP consisting of Vaya employees and contracted partner agencies (Peer Support Specialist organizations and/or staffing agencies).
  • Oversees contracts with partner agencies related to Crisis Counselors and group counseling services.
  • Oversees employee and contractor training to include required CCP training and supplemental training.
  • Oversees daily and weekly data reports submissions to FEMA/SAMHSA, ensures accurate completion of encounter logs, and evaluates for grant adherence under CCP guidelines.
  • Monitors grant budget and grant related expenses.
  • Assists in preparing quarterly grant financial reports.
Supervision:
  • Supervises unlicensed and licensed staff to include Team Leaders, Child Specialists, and Administrative Assistant.
  • Provides performance feedback and coaching.

  • Strong understanding of project management, behavioral health interventions, and community outreach techniques.
  • Knowledge of local, state, and federal regulations related to the Crisis Counseling Assistance and Training Program.
  • Ability to lead and motivate project teams.
  • Ability to effectively use telehealth and virtual team applications to conduct meetings with families, individuals, and staff.
  • Strong organizational skills to manage multiple projects simultaneously.
  • Strong commitment to public service and community engagement.
  • Ability to drive.
  • Ability to communicate on the telephone and laptop.
  • Ability to perform repetitive tasks and motion with hands.
  • Ability to work in a variety of locations, some of which require overnight travel.
QUALIFICATIONS & EDUCATION REQUIREMENTSBachelor's degree in Human Services, business administration, finance, emergency management or related fields required. Four years of direct experience in project management, business management, and/ or grant management required.Required Training:Core Control TrainingCCSP Data Collection TrainingSupplemental ongoing training as required.PHYSICAL REQUIREMENTS
  • Close visual acuity to perform activities such as preparation and analysis of documents, viewing a computer terminal, and extensive reading.
  • Physical activity in this job includes crouching, reaching, walking, talking, hearing, and repetitive motion of hands, wrists, and fingers.
  • Sedentary work with lifting requirements up to 10 pounds, sitting for extended periods of time.
  • Mental concentration is required in all aspects of work.
*** In addition to the above, physical activity in this job includes ability to walk and stand for extended periods of time (up to six hours) on uneven terrain, such as gravel roadways or trails, and the ability to work in various weather conditions, including heat, cold, wind, snow, and rain.RESIDENCY REQUIREMENT: This position is required to reside in North Carolina or within 40 miles of the North Carolina border.SALARY: Depending on qualifications & experience of candidate.
