HOURLY RANGE: $42.300 - $57.147DISTINGUISHING FEATURES OF THE CLASS:The work involves collecting medical data for mandatory submission to the Center for Medicare and Medicaid Services (CMS) and Joint Commission and for performance improvement of physicians and the Erie County Medical Center Corporation (ECMCC).The incumbent collects data on hospital quality measures, facilitates accurate and timely data submission, maintains related records and databases and assists in preparing reports to identify priorities for improvement and carrying out improvement actions.The work is performed under the general supervision of the Chief Quality of Care Officer and Operations Administrator.Supervision is not a function of this position..Does related work as required.TYPICAL WORK ACTIVITIES:Obtains records from Health Information Management Department for final data collection and verification;Abstracts data to be reported; enters case level data into the contracted software programs in accordance with CMS and Joint Commission;Reviews data submission reports making necessary corrections to ensure data is complete, up-to-date and meets the requirements of outside regulatory agencies; acts to submit the data by the specified deadline to ensure compliance with regulatory requirements;Completes concurrent performance improvement data collection for the hospital quality measures consistent with regulatory and contractual obligations;Collaborates with management to educate staff on compliance with hospital policies and protocols for quality measures, organizational strategies to improve and sustain performance and to identify care priorities;Refers compliance problems to appropriate supervisory staff and Chief Quality of Care Officer and Operations Administrator;Maintains current knowledge of the hospital data comparison requirements of the regulatory agencies and contractual obligations with the third-party payers; notifies Chief Quality of Care Officer and Operations Administrator and hospital leadership of revised and new requirements;Maintains the internal and external databases to facilitate retrieval of data and regulatory compliance;Identifies priorities for improvement based on observation and performance data; assists in developing and implementing improvement actions;Maintains the internal audits as per regulatory requirements for validation;Prepares reports;Participates in hospital performance improvement committees.FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:Good knowledge of state, federal and other regulatory agency laws and requirements pertaining to hospital data submissions; good knowledge of data collection, processing and retrieval procedures; good knowledge of quality improvement reporting systems; good knowledge of hospital core measures; good knowledge of medical terminology and medical/surgical and critical care principles; ability to identify problems and develop solutions; ability to retrieve, analyze and evaluate data and prepare reports and recommendations; ability to plan, coordinate and implement quality control/improvement programs; ability to train others; ability to utilize current Microsoft programs; ability to establish and maintain working relationships with a diverse constituency; ability to communicate effectively, both orally and in writing; ability to prioritize tasks and manage time effectively; critical thinking skills; confidentiality; capable of performing the essential functions of the position with or without reasonable accommodation.MINIMUM REQUIREMENTS:(A) Possession of a Bachelor's Degree* in Nursing and three (3) years of registered professional experience in medical/surgical or critical care nursing, one (1) year of which included supervisory or administrative experience; or(B) Graduation from a recognized school of professional nursing and seven (7) years of registered professional experience in medical/surgical or critical care nursing, one (1) year of which included supervisory or administrative experience.SPECIAL REQUIREMENTS:Possession of a license and current registration to practice as a Registered Nurse in the State of New York at time of appointment and maintenance throughout duration of employment.NOTE 1*:Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency.A list of acceptable companies who provide this service can be found on the Internet at must pay the required evaluation fee.NOTE 2: Verifiable part-time and/or volunteer experience will be pro-rate toward meeting the full-time experience requirements.
