City Light is recruiting for an advisor to join its Regulatory Affairs division. Within City Light, Regulatory Affairs oversees regulatory and policy matters associated with the transmission of power and wholesale power sales over our nation's grid; the majority of rules are administered by the Federal Energy Regulatory Commission (FERC). The FERC / North American Reliability Corporation (NERC) electric reliability compliance is a central City Light regulatory program.
With emphasis in the NERC regulatory program, the Regulatory Affairs Advisor will assist in program governance, oversight and implementation; assist regulatory engagements; monitor / engage in regulatory policy/rule initiatives; and engage with industry stakeholder/advocacy coalitions.
The Regulatory Affairs Advisor will also have an opportunity to work in either or both NERC O&P and CIP reliability Standard program suites.
The position will report to the Director of Regulatory Affairs.
Here is more about what you'll be doing:
* Advise on program maturation and/or development of regulatory and NERC compliance strategies, policies, programs, together with attendant compliance training and communications.
* Monitor and evaluate pertinent federal, national, and regional initiatives, policies, regulations and/or rulings; perform analysis; develop interpretations and/or policy positions; support City Light engagement.
* Communicate and advise stakeholders across all levels of the organization on regulatory policy, expectations, and compliance thresholds; compliance monitoring and enforcement policies; remediation and penalty guidance.
* Lead response to regulatory compliance monitoring events, enforcement actions, compliance filings, data-reporting, and data requests.
* Lead compliance and/or internal control assessments of City Light practices, documentation, and evidence; oversee process improvement or corrective action.
* Represent City Light in regulatory and compliance outreach activities through involvement in industry compliance forums and advocacy groups; build effective relationships with regulatory partners and stakeholders.
* Occasional regional & national travel.
* Performs other duties of a comparable level/type as required.
Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:
Education: A Bachelor's degree in Business or Public Administration, Political Science, Engineering Technology, or related field (equivalent combination of education, training, and/or experience which provides an equivalent background required to perform the work of the class). Master's Degree (MA, MS, MBA) preferred.
Experience: Three or more years of professional experience, with knowledge of federal or state regulatory rules, policies, and practices associated with electric utility and/or bulk power system operation.
Certification/License: Valid Washington State Driver's License.
