Senior Child Welfare Analyst

Job Description Note: This position is primarily remote with occasional on-site work at 1 North Old State Capital Plaza, Springfield, IL. The client may request a few days on-site per month, depending on project needs.

Project Summary & Overview

We are seeking a Child Welfare Analyst with expertise in child welfare processes to support the ongoing transformation of services provided to vulnerable children and families. This role will involve working closely with child welfare agencies, including Emergency First Responder (“Front-End”) Social Workers and Continuing Services (“Back-End”) Social Workers, to design, analyze, and improve business processes that ensure the safety and well-being of children.

As a Senior Business Analyst, you will collaborate with social workers, Child Protective Services (CPS), Juvenile Dependency Courts, and various other stakeholders to identify process improvements, streamline case management, and enhance the overall efficiency of child welfare services. You will play a pivotal role in translating business needs into actionable solutions, focusing on the effectiveness of child welfare interventions and the integration of supporting services.

Job Responsibilities:

· Collaborate with Product Managers and Product Owners: Work closely with Product Managers and Product Owners in Scrum teams to ensure that business requirements for child welfare processes are clearly understood, documented, and translated into actionable product backlogs for Microsoft Dynamics 365 or other case management systems.

· Facilitate Requirements Gathering: Lead workshops and discussions with Product Managers, Product Owners, and child welfare social workers to gather, prioritize, and refine business requirements related to front-end and back-end social work processes, ensuring alignment with organizational goals and child welfare standards.

· Backlog Refinement & User Stories: Collaborate with Product Owners to develop, refine, and maintain the product backlog, ensuring that user stories accurately reflect the needs of child welfare agencies. Ensure that stories are detailed, prioritized, and ready for development in line with Agile methodologies.

· Process Improvement & Feedback Integration: Partner with Scrum teams and stakeholders to continuously improve child welfare workflows. Provide feedback to Product Managers and Scrum teams on how product features can be enhanced to meet business objectives, regulatory requirements, and the needs of social workers.

· Support Agile Development: Act as the liaison between the business and the Scrum teams, ensuring that child welfare requirements are communicated clearly and that solutions are developed, tested, and deployed effectively. Participate in Scrum ceremonies, such as sprint planning, daily stand-ups, and sprint reviews, to ensure alignment on project goals.

Required Skills:

1. Child Welfare Knowledge: Deep understanding of child welfare regulations, processes, and best practices, including front-end emergency response, back-end continuing services, and standards for adequate parental care.

2. Case Management Expertise: Proven experience with child welfare case management, including familiarity with the development and monitoring of case plans, as well as collaboration with multidisciplinary teams.

3. Process Improvement: Ability to analyze current business processes and implement process improvements that enhance the efficiency and effectiveness of child welfare services.

4. Stakeholder Communication: Excellent communication skills, enabling you to work with a variety of stakeholders, including social workers, legal professionals, medical staff, and community service providers.

5. Data Analysis & Reporting: Strong proficiency in data analysis and reporting tools to track performance metrics and use data to inform business decisions.

Preferred Skills:

· Social Services Technology: Familiarity with social services software or platforms used for child welfare case management, such as SACWIS (State Automated Child Welfare Information System).

· Regulatory Compliance: Understanding of federal and state laws governing child welfare and the ability to ensure compliance in all business processes.

· Change Management: Experience in guiding organizational change and supporting the adoption of new processes and systems within child welfare agencies.

· Training & Support: Ability to provide training and ongoing support to social workers and other stakeholders to ensure they can effectively use new processes and tools.

· Certifications: Relevant certifications in child welfare, business analysis, or project management, such as Certified Business Analysis Professional (CBAP) or a certification in child welfare services.
