Job Description:

The Safety & Emergency Preparedness Manager is responsible for planning, organizing, directing, coordinating, budgeting, and coordinating training in the University-wide safety and emergency management programs that include environmental health & safety and emergency response, including mitigation, preparedness, response, and recovery efforts. The Safety & Emergency Planning Manager is Chair of APU's Critical Incident Response Team and coordinates emergency planning with the building and floor coordinators, CIRT, Campus Safety, Facilities Management, administration, and outside agencies such as first responders in LACO Fire Department, the Federal Emergency Management Agency (FEMA), and the California Office of Emergency Services (OES). This position sits on the University Safety, Lab Safety, and Biosafety committees and is the lead for Cal/OSHA liaison.

This position reports to and collaborates with the Director of Risk Management in the Office of General Counsel and University Integrity, with a dotted line to the Executive Director of Campus Safety during emergency incidents, and collaborates closely with the Director of Facilities Management.

Required Education

  • Bachelor's degree in a related field (Occupational Safety, Environmental Health & Safety, Industrial Hygiene, or Safety & Emergency Planning). Master's degree desired.
  • Minimum 5-7 years relevant experience in a Safety/Emergency Planning leadership role.
  • Cal-OSHA General Industry training (preferred Cal-OSHA training or instructor certification).

Desired Training & Education

  • CPR/First Aid/AED certified.
  • Incident Command System training (preferred SEMS / NIMS certified; ISIOO. HE: ICS100, ICS200, ICS700 and ICS800).
  • Certified Safety Professional (CSP) desired.
  • Lab safety experience.
  • Experience with FEMA grant organizational support.
  • Familiarity with federal, state and local environmental agencies, laws and regulations.

Required Experience

  • Experience in developing, updating and maintaining effective workplace safety programs that include the Injury and Illness Prevention Program (IIPP), Hazard Communication Program, Respiratory Protection, Fall Protection, Arc-Flash Safety, Emergency Action Plans and other written programs required by Cal/OSHA.
  • Ability to coordinate, train, and plan activities for 20+ Critical Incident Response Team and 80+ Building and Floor Coordinators at APU's main and regional campuses as part of APU's emergency preparedness program, including fall and spring semester evacuation drills.
  • Proficient in interpreting Cal-OSHA regulations. Experience with commercial auto fleet safety, National Incident Management System (NIMS), National Response Framework (NRF), the California Emergency Services Act, the Natural Disaster Assistance Act, and the Robert T. Stafford Act.
  • Proficient in COVID-19 regulations from Cal/OSHA, state and local health departments. Experience in leading COVID-19 responses and interacting with regulatory agencies in this area.
  • Experience in developing, recommending, and auditing standard operating procedures for occupational safety and emergency incidents.
  • Ability to conduct office ergonomics evaluations and recommend appropriate ergonomics equipment.
  • Demonstrated ability to lead and collaborate across diverse teams, departments and leadership levels.
  • Experience in interacting with Cal/OSHA, LACO Fire Department Hazmat, and LACO Dept. of Public Health.
  • Managing contracts and consultants in relevant subject areas.
  • Budget preparation and management.

Primary Duties/ Essential Functions

Priority Assignments:

Emergency Planning

  • Coordinate the University's Critical Incident Response Team (CIRT). Manage the Emergency Operations Center (EOC) during drills and emergencies. Plan and manage once-a-semester emergency evacuation drills. Recruit and maintain a master listing of all Building and Floor Coordinators. Train CIRT members and Building and Floor Coordinators. Create and distribute communications related to drills to APU staff, faculty, and students.
  • Maintain inventories of relevant emergency supplies, including appropriate quantities of water, food, and medical supplies in anticipation of large disasters and in association with CIRT team members and assigned budget allocations.
  • Develop and provide emergency and disaster planning for APU staff, ensuring training and operations requirements are included in compliance with legal and regulatory requirements.
  • Lead response to COVID-19 Outbreaks and the COVID 19 Outbreak team. Develop COVID required written procedures and plan implementation.
  • Develop and revise policies and procedures providing for a university-wide emergency and disaster preparedness, awareness and training program.
  • Develop and coordinate communication plans and drills campus wide on notification and early warning methods involving security, disasters, staff and student safety, including fire safety.
  • Identify appropriate materials, supplies, space/ functionality and training of responders for a fully functional Emergency Operations Center. Request appropriate budget and spending authority for these areas.
  • Manage the annual budgeting and procurement of AEDs and supplies.
  • Build positive and effective working relationships with university faculty, staff, students, external vendors, other relevant emergency response providers, and federal, state, county and municipal government agencies including police and fire to facilitate plan response effort coordination.
  • Chair the Critical Incident Response Team (CIRT) meetings and conduct relevant training and table-top exercises for CIRT members.

Occupational Health and Safety

  • Conduct office ergonomics evaluations and make ergonomics equipment and technology recommendations for employees when requested.
  • Responsible for the development, implementation, and training for the University's environmental health, emergency and occupational safety programs.
  • Inspect University facilities to detect existing or potential hazard and to determine their operational and functional capabilities in emergency situations; recommend corrective measures where needed.
  • Provide training and alerts to supervisors and employees as needed on the hazards of working with toxic fumes, vapors, dangerous chemicals, and other hazardous substances; provide consultation with departments on the proper use of equipment, shops, fire prevention, and safety programs.
  • Participate in the investigation of accidents and injuries and the collection of evidence for use in anticipation of claims, litigation, and citations; submit needed citation appeals forms to Cal/OSHA in event of a citation appeal. Consult with other departments as requested on reports required by regulatory agencies.
  • Coordinate required safety programs and initiatives that promote occupational health and safety.
  • Assist supervisors and managers in meeting their compliance obligations under California laws and regulations.
  • Perform studies and analyses of industrial accident causes and hazards to health for use by University personnel and outside agencies.

Secondary Priorities:

  • Perform job safety analysis for selected high risk operations when needed.
  • Other related duties as assigned.

  • Excellent human relations skills: ability to interact positively, professionally, and maintain strong working relationships with various constituents including faculty, staff, students, university leadership, visitors, co-workers, governmental agencies, business representatives and others.
  • Experience working in a culturally diverse workforce and community; demonstrates an appreciation and commitment to enhancing the Department's knowledge of diversity-related issues.
  • Valid California Class C driver's license with good driver record.

Desired Skills

  • Participate in business continuity planning in alignment with available resources.
  • Conduct audits to verify disaster planning, training and operations requirements are integrated with APU business operations, and coordinated in compliance with legal and regulatory requirements.
  • Conduct focused program audits of programs required by regulations to identify areas of excellence and compliance gaps and risks.

  • Working environment is both a standard business office and campus environment, as well as exposure to outside weather conditions during drills, programs, inspections, & emergencies.

Compensation

  • Grade 17: $91,587 to 119,063 is the annual salary for this role and reflects what Azusa Pacific University reasonably expects to pay for this position. Actual compensation may vary based on the qualifications, experience, and internal equity. In addition to compensation, APU offers a competitive benefits package.
