REQUEST FOR PROPOSAL
I. INTRODUCTION:
The College of Menominee Nation (CMN) is soliciting bids/proposals from Marketing Consultants/Businesses to provide a plan to increase enrollment.
II. PROJECT DESCRIPTION:
The College of Menominee Nation (CMN) is located in Northeastern Wisconsin, the homeland of the Menominee People. The College's flagship campus is in Keshena on the Menominee Reservation. CMN also serves students from facilities in Green Bay, 45 miles southeast of the main campus. The rural and urban locations share faculty and most programs. Students may elect to study at either or both locations. Both campuses are open to all.
III. PROJECT ORGANIZATION:
The College seeks to hire a marketing consultant/business who will work collaboratively with the appropriate College staff to advance this project to a successful plan. Once created, this plan will be developed, implemented, monitored, and managed.
IV. SCOPE OF WORK:
Assist in developing a marketing plan for CMN specifically related to recruitment, enrollment, and retention, along with guidelines and procedures on how to manage, update, and maintain the marketing plan. We are seeking increased awareness of CMN and its enrollment practices.
Duties will include:
* Researching our brand and our target audiences.
* Analyzing competitors,
* Auditing and creating a social media plan/strategy,
* Working with team members on executing the strategy and how to move forward with our marketing plan,
* Creating or suggesting advertising with local outlets, such as newspapers, sponsorships, radio, and print.
* Driving prospective students to the website
* Promoting new programs to prospective College students by using tactics such as:
* Streaming TV,
* Targeted Static Displays and Videos
* Targeted Facebook Advertisements
* Digital Marketing Strategies
* Campaign planning and management
* Reporting and giving feedback on campaigns
* Align new and existing strategies to improve student recruitment goals
* Suggesting platforms that closely align with CMN's goals
* Online presence, like a directory optimization service.
* Establishing an internal marketing budget.
V. FORM OF PROPOSAL:
Proposals must consist of the following information, in the order indicated below:
* General Marketing Consultant Information
* Identify your business name and the address of its principal office.
* Experience
* Please provide the following information for projects of a similar nature completed in the last five (5) years that have been completed by your business and are most similar to the proposed marketing plan.
* Other business marketing plans with your tangible, direct involvement.
* Name and address of businesses
* Business owner, contact name, and telephone number
* Brief description of size, cost, and unique characteristics
* Brief description of the marketing plan deliverables provided by your company.
* Please identify any projects worked on that involved Native American Tribes, Tribal Colleges, or Community Colleges.
* Marketing Team
* Please provide information identifying your team's personnel and role in this project. Include resumes of key team members.
* Approach to the Project
* Please explain the process you will employ to execute all aspects of the work. Explain your approach to engaging the various team members, their level of participation, and their frequency at the client site.
* Deliverables
* Please define the deliverables you anticipate providing to the College. Describe the format, content, and general nature of the deliverables.
* Fee Proposal
* Please provide a fee proposal that includes the following:
* A lump sum/fixed fee for the professional services requested and offered.
* An estimate of reimbursable expenses anticipated for the work. Identify all items.
* The Contract will be a Standard Agreement between the College and the Marketing Consultant/Business.
* Project Timeline
The overall project timeline is outlined below:
* Year 1 - Work with consultants to start developing the marketing plan.
* Year 2 - Creation of the marketing plan with an implementation target date of Fall 2025
* Year 3 - Monitoring, management, and assessment of the marketing plan.
