The Department of Public Health Sciences is within the School of Medicine, and is comprised of five Divisions. The department has active research contract and grant funding in excess of $70M representing federal, state, and local governments, and private/foundation agencies. This fulltime, career position is located in the Department of Public Health Sciences. The role of this position is to serve as the department's Post-award Research Analyst. The incumbent is responsible for the fiscal compliance, management and reconciliation of all research projects within the department, including federal, state, private, gift and matching University funds. He/she researches issues, analyzes data, prepares reports, and makes recommendations. Incumbent is responsible for the development of fiscal and budgetary projections and providing detailed and timely reports of financial activity on all research projects. Assist with preparation and processing of faculty salary recovery for the department. Maintains faculty salary recovery records for teaching/research activities and provides financial data for annual department budget preparation and reporting. Requires a broad knowledge of University, campus, and UCDHS policies, procedures, practices, and organization, as well as those of federal, state, and private agencies. He/she is responsible for department compliance with cost sharing and effort reporting. Requires outstanding computer skills with database, spreadsheet, word processing and accounting programs.

Minimum Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Demonstrated experience using generally accepted accounting principles, policies and procedures.
  • Demonstrated experience utilizing tact and diplomacy to successfully interact with faculty, staff, researchers and the public in a complex and growing department.
  • Knowledge of cost allocation methods. Knowledge of federal, state and private grant budgeting, financial reporting, and policies regarding use of contract and grant funds.
  • Demonstrated skill and experience in budget preparation, analysis and forecasting with ability to control complex budgets and recognize potential problems.
  • Demonstrated knowledge of federal and state grant requirements and the pre- and post-award process.
  • Strong organizational and time management skills and ability to prioritize workload, condense information, follow-up on pending items and possess the flexibility to shift priorities and to meet deadlines.
  • Demonstrated ability to manage multiple funds involving many different accounting procedures including analysis, reconciliation, projection, fiscal and grant closing.
  • Demonstrated analytical skills to independently research issues, analyze data and prepare complex financial reports.
  • Demonstrated analytical skills to evaluate complex policies and interpret for appropriate application to university procedures.
  • Demonstrated ability to comprehend complicated instructions and accurately identify and project budget data on extramural contracts and grants. Demonstrated skill and ability to maintain confidentiality, exercise discretion, use independent and mature judgment and work independently without direct supervision.
  • Excellent written and oral communication skills and effective listening skills to analyze issues and present information and recommendations concisely utilizing appropriate grammar and punctuation, to correspond with various individuals, compose business letters, record progress of work and describe and explain procedures.
  • Oral communication skills to effectively train, interpret, and advise others on financial matters.

Preferred Qualifications

  • California Driver's License.
  • Experience with UCD and UCDHS contracts and business agreements preferred.
  • Experience using Aggie Enterprise, Kuali, Decision Support, UC PATH, Cognos or other similar computer-based accounting systems.
  • Demonstrated experience and advanced computer skills including MS Word, and Excel.
  • Demonstrated knowledge of UC accounting and finance, personnel, and research/business contract policies and procedures.
  • Demonstrated skill and ability to interpret and enforce University and department policy and procedures.
  • Proven ability to use analytical and critical thinking skills to determine appropriate action with minimal direction.
  • Demonstrated skill to implement and maintain effective accounting and budgeting principles and systems, including cost controls, auditing, and cost accounting.
  • Statistical skills to compile, analyze, and present financial data in a clear and concise format.
  • Demonstrated communication skills to interact with a wide variety of people in person and over the telephone.
  • Must be flexible and have the ability to communicate effectively with team members as well as participate, contribute ideas, set goals, tolerate confusion, and support and implement decisions affecting the group.
  • Interpersonal skills to interact in a sensitive and helpful manner with a diverse group of faculty, staff, and clients.
  • Demonstrated initiative and ability to work effectively both independently and as part of a team; flexibility and willingness to adapt to changing situations in a positive manner.
  • Demonstrated skill and ability to organize and initiate tasks without direct supervision, ability to work quickly under pressure of stress, deadlines, and frequent interruptions in a busy environment and retain interpersonal effectiveness.
  • Ability to anticipate problems and recommend changes and solutions.
  • Judgment to determine urgency of situations and react appropriately.
  • Familiarity with Cayuse SP, Cayuse 424, and the NIH ASSIST system.
