  • Florida Department of Education (Link to office page or agency website)Job DescriptionThe person in this position is expected to perform highly responsible administrative work as related to the statutory regulations of the education profession in the State of Florida. This position requires excellent communication skills in dealing with the public, appointed commissioners, and members of both the legal and educational professions. Our administrative positions will give you experience in state related programs such as MyFloridaMarketPlace/Ariba, STMS, and WORKS. This is a great opportunity for someone who is highly organized, detailed oriented, and can communicate effectively. *This position is not approved for telework and must report to the location listed above. Duties and ResponsibilitiesThis is work compiling, researching, and analyzing data and materials to inform the development and presentation of training programs related to the safe and efficient design, construction, management and operation of educational facilities, including the following:
    • Developing curricula for training programs and providing technical assistance to school districts and Florida College System Institutions in the accurate application and interpretation of the Florida Building Code, the Florida Fire Prevention Code, State Fire Marshal rule 69A-58, F.A.C., State Board of Education rule 6A-2.0010, F.A.C. (the State Requirements for Educational Facilities manual) and life safety codes
    • Planning, developing, and implementing comprehensive training and technical assistance programs related to the building and life safety codes for new construction and existing buildings, including special topics such as annual casualty and safety inspections, accessibility, playground safety, fire alarms/fire drills and consulting with local educational agencies on other related topics.
    • Compiling and maintaining documentation of technical advancements, state-of-the-art innovations and research improvements in the area of facilities design, construction, management, maintenance, and operations.
    • Maintaining advanced working knowledge of the Florida Building Code, the Florida Fire Prevention Code, State Fire Marshal rule 69A-58, F.A.C., State Board of Education rule 6A-2.0010, F.A.C. (the SREF manual) and life safety codes and other laws, rules, policies, and procedures applicable to educational facilities new construction and plant management and maintenance.
    • Expanding on a continual basis, expertise in the areas of responsibility by collecting and analyzing data and formulating training programs to help ensure that local facilities designers and managers perform to the legal standards and best practices.
    • Employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-oriented behavior and performance sometimes under stressful conditions.

    • Plans, develops, and manages statewide comprehensive training programs for new construction and existing facilities, including life safety, accessibility, playground safety, fire and emergency drills, Chapter 5 of the SREF manual, and State Fire Marshal rules for educational facilities. Identifies training needs as indicated by surveys and prepares training curricula and instructional materials as required, surveys market/industry for availability of materials and personnel, provides instruction, conducts outreach to encourage scheduling of available courses and increase attendance, assists school districts and colleges in identifying the need for training in building codes and life safety codes and the implementation of best practices, updates training programs and materials on a continuing basis and consults with the State Fire Marshal in the development and update of training courses.
    • Participates in the development, review, revision, and promulgation of the State Requirements for Educational Facilities (rule 6A-2.0010, F.A.C.), including forms and other material incorporated by reference in the rule, State Fire Marshal rule 69A-58, F.A.C., and other rule development assigned to the Office of Educational Facilities. Provides technical assistance to school districts, Florida College System institutions, county and municipal governments and state agency staff on the application of the rules.
    • Compiles and analyzes the office's correspondence with school districts and Florida colleges regarding reviews of construction documents, as well as board policies and procedures for the maintenance, sanitation and housekeeping of existing facilities required by SREF section 5(1) and the annual fire safety, casualty safety and sanitation inspection reports required by SREF section 5(1)(a) to determine areas for training priorities. Participates in the planning, organizing and implementation of facilities management surveys to evaluate plant management and operations programs. Works with personnel of public-school districts and Florida colleges (design, construction, plant management administration, safety, personnel, maintenance, and operations) to schedule on-site visits to assure maximum efficiency; helps to direct activities on site, facilitates coordination of recommendations among various teams, and participates in the preparation of comprehensive reports of existing conditions and recommendations for improvement.
    • Provides consultation to public school districts and Florida colleges, upon request, for technical assistance and applicable laws, rules and regulations relating to new construction and existing plant management. Recommends improved policies, practices and procedures for organizational structure, staffing needs, personnel qualifications, safety procedures, and maintenance operations procedures. Provides written reports and oral presentations as needed. Participates in outreach to public school districts and Florida colleges, educational facilities design professionals and county and municipal governments about the office's programs related to educational facilities, including available technical assistance, training, and plan review. Attends designated professional development conferences, seminars and other meetings related to the development of best practices for safe, efficient educational facilities.
    • Cross trains with other staff of the Office of Educational Facilities to be familiar with the programs and activities of all personnel
