Job Description:

RRSI offers a shift differential of $1.50 per hour (in addition to the base hourly rate) for all hours worked from 4P to 7A.

GENERAL STATEMENT OF RESPONSIBILITIES:

Provides first-line supervision for a community home; plans, coordinates and controls a variety of services which provide for the supervision, guidance and training of individuals functioning within a range of severe to mild intellectual disabilities. Responsible for coordinating staff and managing the resources of the program. Oversees the continuity and quality of client services. Responsible for follow-up for all health and safety issues related to client care. Supervision is received from the Program Director who makes assignments in terms of end results and who reviews work through frequent conferences regular record review, onsite visits, and periodic summary reports.

ESSENTIAL DUTIES & RESPONSIBILITIES include but are not limited to:

Client Supports:

* Provides direct supervision, physical presence and modeling as needed, and support to assigned Direct Support Professionals in assisting and supporting clients in daily living skills, personal hygiene, medication administration, transportation, and client-selected community recreation. Makes case management assignments and regulates workflow to insure teamwork and effective operation of the home.

* Oversees all aspects of the development and implementation of the Person-Centered Plan (PCP) for each client. Reviews all required daily, monthly and quarterly program documentation in a timely manner, i.e., daily or several times a week.

* Coordinates service implementation with other outside providers, e.g., day programs, employment, home health care, transportation, etc. as needed or selected by each individual.

* Demonstrates approaches and strategies to DSP's for offering real and meaningful choices to the individuals in the home regarding activities, meals, clothing selection, and all other aspects of daily life.

* Facilitates the acquisition of and maintenance of adaptive equipment needed and selected by supported individuals and assists with staff training in the use of such equipment as well as routine minor adjustments.

* Ensures program vehicle is available and schedules for use with medical appointments, shopping, client-selected community leisure activities, and for supported individuals who may be unable to access public or outside providers for transportation to day support. May include driving the client in the event other staff are unavailable.

* Participates in and coordinates all ongoing and periodic client assessments and sessions; ensures that client families and other interested parties are invited.

* Serves as an advocate and role model to clients and coordinates the work of team members in utilizing community resources and facilitating an individual's integration and active participation in the community.

* When needed, provides direct care to support the consumers and other DSPs on all shifts, to occasionally include overnights.

Administrative:

* Provides administrative guidance and set up controls for the review of a variety of client records, (especially financial and medication administration). Ensures accurate Medicaid Waiver documentation by following up on the accuracy of systematic collection and posting of data, preparation and periodic reports according to organizational procedures and government compliance regulations; ensures the maintenance of client records. Conducts weekly reviews of all Client Waiver documentation in Therap, QuickMar, and Incident Reports.

* Plans for timely home maintenance and requisitioning of equipment and supplies to maintain inventory levels. Reports all household maintenance issues to appropriate source.

* Ensures that the program is in compliance with state and federal licensing requirements. Maintains awareness of changes in licensing regulations.

* Maintains program budget within established parameters.

* Schedules vehicle maintenance in accordance with the vehicle maintenance policy.

* Ensures fire drills are conducted monthly on rotating shifts.

* Replenishes petty cash on a monthly or more frequent basis to ensure funds are available for client recreation and house needs.

* Supports Human Resources with interviewing prospective applicants for DSP positions.

* Attends or participates in community events as a representative of RRSI.

Staff Supervision:

* Ensures staff adherence to client schedules, use of specified materials, and accurate data collection methods.

* Conducts regular audits of petty cash, medication administration and Quick Mar Alerts, client funds, and Licensure, Case Management, and medical books, and follows up with staff on any errors or discrepancies in data collection.

* Provides?individual and active supervision at least quarterly to address strengths and performance areas needing improvement. Provides coaching, modeling, and additional training as needed.

* Maintains program staffing requirements by scheduling DSPs in adherence to budgeted FTE's, adjusting own and others' schedules to prevent overtime, and adjusting coverage to meet consumer appointments and needs. Submits monthly staff schedule to Program Director and Senior Accountant by the 25th of each month for the following month. Reviews staff time in ADP on a weekly basis.

* Provide evening, weekend, and other on-call assistance as needed to assure appropriate handling of emergency situations.

* Review client and employee incident/accident reports and take appropriate, timely corrective-action. Ensure that all employee injuries are promptly reported and that Worker's Compensation reporting procedures are adhered to.

* Ensure staff adheres to OSHA regulations.

* Maintain open and frequent communication with staff regarding concerns and general client status.

* Handles all personnel matters with discretion and in adherence to agency policy.

In-Service and Training:

* Coordinates the development and evaluation of assigned staff; conducts in- service education; leads and participates in monthly staff meetings.

* Ensures staff is properly trained in medication administration, purchasing food items, preparation of client meals to include all special diets, use and maintenance of any durable medical equipment, and operation of vehicle lifts, if appropriate.

* Assists in the orientation and training of other Direct Support staff.

KNOWLEDGE, SKILLS & ABILITIES:

Knowledge: Comprehensive knowledge of Intellectual Disability service delivery systems, principles of person-centered planning, normalization, lifestyle development training, family support, individual choice, and behavioral programming. Strong knowledge of licensure regulations as applied to services for persons with intellectual disabilities and other developmental disabilities; understanding of diverse program models and supports, including Positive Behavioral Supports, Person Centered Planning, Human Rights, Supported Employment, Day Support, etc. Knowledgeable of agency, DBHDS and HCBS policies, settings requirements and client's rights. Thorough knowledge of budgeting, policy development and implementation. Thorough knowledge and experience in assessment of consumers and development of consumer service plans.

Skill: Excellent verbal and written communication skills. Highly skilled in customer service, team building, and project management. Strong technical skills related to effective Medicaid documentation and billing systems and DBHDS, HCBS and DMAS compliance regulations. Computer skills, with working knowledge of the primary Microsoft Office programs and Therap and QuickMar Care Suite software. Safe operation of a passenger vehicle.

Ability: Ability to manage concurrent operating programs; to provide leadership, motivate and supervise the work of others; to communicate, write and speak effectively; to interact effectively and courteously with team members, clients, and the general public; to make objective evaluations; to accurately prepare reports; to carry out emergency procedures when needed; and to make objective decisions. Demonstrated ability to maintain client records, to include medical, case management, and more in accordance with agency policy and DMAS, HCBS and DBHDS regulatory standards.

QUALIFICATIONS more

* Bachelor's Degree in Human Services, the behavioral sciences, special education, or social work preferred; preferred or meeting the KSA requirements as specified.

* Four years of directly related experience or any combination of training and experience which provides the required knowledge, skills, and abilities.

* Three years' experience in direct service role in a program for persons with intellectual disabilities.

* Valid Virginia Driver's license and acceptable Department of Motor Vehicles Driving record.

* Ability to successfully pass a background check, and other pre-employment screenings.

* Near and far visual acuity to perform activities such as: completing written documentation; viewing a computer terminal; operating a motor vehicle

* Able to communicate with coworkers, support individuals and their families in person, by phone and/or in writing.

* Able to move safely within the home environment, which may include stairs and multiple stories.

WORK ENVIRONMENT

The work environment is a home or apartment setting, and primarily indoors. Outside conditions exist when traveling to and from activities and meetings.
