Responsible for the daily operations and communication with customers and staff. Responsible for the daily operations, recordkeeping and daily, weekly, monthly and yearly reporting to internal and external partners. Trouble shooting computer and software issues. Confirming and changing correct tipping fees, communicating information. Department has scales at the Waste Transfer Station and South Landfill. Educates the public regarding department programs.Household Hazardous Waste FacilityDay-to-day operations of the Household Hazardous Waste facility; unloads waste from vehicles; performs basic laboratory analysis on wastes; processes, categorizes, bulks and treats wastes; completes forms and keeps records on personal computer. Coordinating vendors for waste pickup, makes appointments with the public/private businesses for hazardous waste disposal. Educates the public regarding department programs.Recycling Transfer StationConsolidates recyclables at the Materials Recycling Facility (MRF) Tipping Floor using heavy equipment and loading recyclables into transfer truck trailers. Grounds MaintenanceMaintain grounds by picking up litter. Clean vehicles and facilities. Assists at HHW, Waste Transfer Station and closed landfills. Essential DutiesScale Operator
  • Record data on a computer using specialized software.
  • Monitors/inspects incoming and/or outgoing loads for type and weight.
  • Tare weight vehicles bi-annually to ensure tare weights are accurate.
  • Opens and closes scale operations daily.
  • Performs credit card transactions.
  • Answers the telephone greets customers, answers questions and responds to requests for information.
  • Performs general maintenance and does minor repairs on the scale and in the scale house.
  • Files records and forms; performs data entry functions and tracks waste on computer spreadsheet.
  • Communicates with customers; instructs public in usage of the facility.
  • Communicates with on-site staff.
  • Troubleshoot scale and computer issues.
  • Work with Account Clerk and Accountant on daily, weekly, monthly, and year-end reconciliation
Household Hazardous Waste (HHW) Facility
  • Collects waste from public and business appointments, unloads vehicles, ensure waste is acceptable, divert waste by cart to processing area.
  • Accurately conduct cash and credit card transactions charging for non-free waste
  • Accurately categorize, sort, pack and process waste, including lab packing, bulking and for product exchange
  • Performs basic laboratory tests to characterize waste.
  • Place property products in product exchange room; ensure proper waivers are completed.
  • Organizes drum shipment using knowledge of WDOT shipping regulations and shipper's requirements for proper loading.
  • Maintains computerized record of drum data for shipping.
  • Operate forklift and drum dollies to move waste to storage areas
  • Performs cleaning and maintenance of buildings, equipment, and grounds.
  • Uses and maintains personal protective equipment.
Recycling Transfer Station (RTS)
  • Manage and consolidates incoming recyclables at recycling transfer station using front-end loader.
  • Performs cleaning and minor maintenance of tipping floor, grounds and compactor.
  • Perform HHW duties when unneeded in RTS.
  • Communicate with customers and contractors. Keep public customers using drop off window.
  • Enforce safety vest requirement.
  • Oversee tipping floor safe operation.
  • Collects litter and blown recyclables from Recycling Transfer Stations and adjoining properties.
Grounds Maintenance
  • Maintain grounds by picking up litter.
  • Ability to work outside in all conditions
  • Clean vehicles and facilities.
  • Assists with gas landfill gas monitoring, leachate recirculation, pumps and jetting, along with other activities at both the east and west landfills.
  • Assist at HHW
  • Educates the public regarding department programs.
Performs related functions as assigned. Minimum Qualifications RequiredEducation and Experience:High School diploma required. Basic knowledge of chemistry preferred; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills and abilities.License and Certifications:Valid Wisconsin Driver's LicenseAbility to pass certification for OSHA 40-hour HAZWOPER training within six months, if working HMR. Knowledge, Skills & AbilitiesKnowledge of state and federal hazardous waste regulations for handling, shipping and transportation.Knowledge of Solid Waste requirements and control processesBasic knowledge to distinguish between controlled substances and other drugs.Knowledge of basic chemistry and laboratory procedures.Knowledge of and ability to utilize a computer and the required scale related software. Ability to perform full data entry at a rate of 50 net keystrokes per minute. Ability to learn and perform standard procedures required for scale operations.Ability to perform basic chemistry/laboratory testing on wastes.Ability to communicate effectively both orally and in writing.Ability to create reports and maintain records.Ability to drive department trucks, front-end loader, ATV and forklift.Ability to establish and maintain effective working relationships with staff and the public.Ability to work independently. Ability to perform general maintenance and repairs to the scale and the scale house. Ability to work the required hours of the position. Knowledge of basic arithmetic. Knowledge of simple bookkeeping.
