Salary: $9,726 to $15,565 per month (EM-07, Minimum to Maximum)

This class reflects responsibility for serving as a full assistant to the Retirement System Executive Director; assists in formulating, planning, developing, implementing and evaluating the goals, objectives, programs, policies and procedures of the ETS; coordinates and directs program planning, budgeting, reporting and other management functions; participates in the investment of ERS assets; and serves as acting executive director in the absence of the executive director.

Minimum Requirements

To qualify, you must meet all of the following requirements:

Legal Authorization to Work:

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Basic Education:

A bachelor's degree from an accredited four-year college or university in accounting, finance, OR a related major, which included at least twelve (12) semester credits in accounting and/or auditing courses.

General Experience:

Four and one-half (4-1/2) years of progressively responsible professional work experience in a fiscal program which required extensive knowledge of:

  • generally accepted accounting and/or auditing principles, practices and standards;
  • demonstrated the ability to prepare and analyze financial statements and exhibits;
  • involved participation in budget and expenditure planning and execution.
  • At least Two (2) years of this experience must have been comparable to the class Accountant IV or higher in the State service.

    Specialized Experience:

    One (1) year of professional experience which demonstrated knowledge of investments and investment and financing strategies. Such experience must demonstrate the ability to:

  • effectively analyze, evaluate and discuss investment and financing vehicles and strategies with investment firm representatives and top-level management personnel, AND
  • to make sound recommendations and decisions on investment and financing alternatives and strategies.
  • Supervisory Experience:

    One (1) year of supervisory work experience which included:

  • planning, organizing, scheduling, and directing the work of others;
  • assigning and reviewing their work;
  • advising them on difficult work problems;
  • training and developing subordinates;
  • evaluating their work performance.
  • Administrative Aptitude:

    One (1) year of administrative experience which involved active participation in and major responsibility for the development, management, execution and coordination of policies, programs, and/or activities.

    Substitutions Allowed:

    Relevant substitutions as described in the Minimum Qualification Requirements will apply:

  • A bachelor's degree from an accredited college or university (with a minimum of 24 semester credit hours in accounting and/or auditing subjects) may be substituted for One-half (1/2) year of the General Experience.
  • A master's degree in accounting from an accredited college or university may be substituted for One and one-half (1-1/2) years of the General Experience.
  • A valid Hawaii Certified Public Accountant (CPA) Certificate or equivalent will be deemed to have met the Education requirement and One and one-half (1-1/2) years of the General Experience, but not the General Experience that must have been comparable to the class Accountant IV or higher in the State service.
