We have an opening for an Interstate Field Auditor II position located in the San Fransisco Bay area which encompasses San Jose, Oakland, and San Fransisco.

This position may be eligible for a geographic cost-of-living supplement* between 58% and 97%, with the exact rate/percentage dependent on the assigned duty station as this posting indicates several possible duty stations.

The primary purpose of this position is to conduct independent examinations of financial records of taxpayers that have unique or special audit features or anticipated accounting, tax law, or investigative problems. The audits are complex and include Fortune 500 companies in the incumbent's designated geographical area. It is the responsibility of this position to review and audit, in an accurate and thorough manner, all tax schedules administered by the Department to ensure they are in compliance with the statutes and to make appropriate adjustments based on the accounting records available. The responsibilities and duties of this position can be categorized into three major areas: auditing, selection and planning and organization. The individual selected for this position possesses comprehensive knowledge of accounting principles and auditing techniques and has the ability to apply these techniques to audits of large Fortune 500 Corporations. The Examination Division focuses on computer assisted/statistical sample auditing to conduct its sales and use tax audits. Areas of responsibility include:

* Perform complex and specialized audits

* Justify and defend audit findings

* Communicate comprehensive information on matters of complex nature in a concise manner

* Write comprehensive reports of examinations that serve as the basis for changes and proposed adjustments in cases of considerable importance and complexity

* Investigate beyond what is reported on a tax return, and detects situations where the potential exists for taxes to be understated or expenses/deduction to be overstated

* Accumulate all pertinent facts and documentation

* Exercise adequate judgment to know when to end an examination

* Utilize a variety of accounting systems, including computerized systems, including those peculiar to certain businesses and industries in order to make complex tax determinations.

Some overnight travel is required throughout the year. NCDOR does not provide relocation compensation.

A geographic cost-of-living supplement ( supplement ) is a supplemental wage in addition to, and separate and apart from, base pay where there exists increased costs essential to living in and being assigned to an out-of-state duty station for the convenience of, and by assignment of, the agency. Supplements are based on the cost of living in particular geographic areas, may fluctuate, are subject to change, and are not employee entitlements. Applicable rates/percentages for supplements are established by the North Carolina Office of State Human Resources (OSHR) based on market data and are calculated as a percentage of the position's annual base pay and added to the position's monthly pay.

* Demonstrated experience performing independent examination and analysis of sales and use tax and/or complex corporate returns, records, financial statements, and systems for accuracy, completeness and conformance to statutes and rules.

* Comprehensive knowledge of state and federal tax issues, auditing and accounting theories and principles.

* Experience performing complex, specialized audits.

* Experience justifying and defending audit findings.

* Extensive technical expertise in working with large complex (fortune 500) taxpayers.

Bachelor's degree in Business Administration, Economics, Accounting or related field with at least eighteen semester hours of accounting from an appropriately accredited institution and one year of experience as a Field Auditor I or equivalent; or an equivalent combination of education and experience.
