The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

* Provides customer service by explaining IRS policy and procedures, providing instructions and analyzing complex or unusual issues presented by taxpayers, practitioners and Service employees. This service is based upon interpretation and application of IRM procedures, regulations, court decisions, state and local laws and various Titles of the United States Code.

* Provides and maintains liaison with Federal, state and local court officials, appears in court and presents or documents evidence in support of the Government's position.

* Determines the need for consultation with or referral to Area Counsel. Communicates results of such contacts to internal and external customers as needed.

* Manages a workload of assigned cases, customer inquiries and program areas.

* Reviews, analyzes, makes recommendations and, as appropriate, initiates collection actions on a wide variety of issues which may include civil suits, writs, seizures and sales, Federal tax liens and related certificates, redemptions, summonses, transferee, jeopardy and termination assessments, balancing civil and criminal aspects of collection, extensions of time to file and pay, collateral agreements, decedent estates, foreclosures, non-judicial sales, judgments, trust fund recovery penalty, suits, subpoenas, waivers and claims for refund.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-12: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with lien law and lien priority and distinguishing the difference between statutory lien and notice of federal tax lien requirements filing and refiling of the lien. Experience determining lien priority based on recording date, place of recordation and state law knowledge on property and rights to property interests. Experience with collection statute determination and the various factors and events that extend the collection statute date. Experience in reviewing and recalculating the collection statute date when OIC, bankruptcy, innocent spouse, CDP appeals, or installment agreements extend the collection statute date. Experience with assessment date and statute calculations for Trust Fund Recovery Penalties (TFRP). Experience applying Taxpayer Bill of Rights (TBOR) provisions on the assessment statute suspension on timely TFRP protests. Show a clear and basic understanding of the special condition liens and/or levy and when they are applicable. Experience in preparing and submitting a suit referral involving any of the following: a special condition lien, reduce tax claim to judgment, injunctive relief or foreclosure of the federal tax lien. Experience identifying which suit is applicable for circumstances. Experience with Administrative Claims, Wrongful Levy and Lien Claims and TFRP claims and manual refunds. Experience as a liaison between multiple parties such as The Department of Justice, Area Counsel, Taxpayer Advocates Office, Appeals, Disclosure Office, all levels of Collections, Campus, Special Interest Groups and the General Public. Can differentiate between property types and conveyance mechanisms i.e. Quit Claim, Deed of Trust, and Warranty & Statutory Deeds. Show a basic understanding of the Decedent program including the impact of local state laws and completing a Proof of Claim. Experience in strategically planning, prioritizing cases and meeting competing demands while balancing a multi-program workload.

Experience that demonstrated knowledge of the Internal Revenue Code and related enforcement and collection regulations and procedures. Experience may have been gained in work such as:

* Collecting delinquent Federal taxes and securing delinquent returns.

* Conducting investigations of alleged criminal violations of Federal tax statutes and making recommendations for criminal prosecutions and civil penalties.

* Performing internal audit, administrative, or management duties directly related to the collection of Federal taxes.

* Furnishing taxpayer assistance and information to the general public or determining, redetermining, or advising of liability for Federal taxes where the applicant was required to apply a comprehensive knowledge of the Internal Revenue Code and related regulations and procedures pertaining to income, estate, gift, employment, or excise taxes.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
