FLSA Status: Non-Exempt

Hourly Salary: $21.68 - $30.30

Position Overview

Under general direction of the Utility Billing Manager, this individual will be heavily involved with the monitoring and administration of procedures surrounding the collection of past due debt and ensuring that revenue is not lost through poor meter performance and other reasons. This includes the monitoring and administration of delinquent account notifications, accounts sent to the collection agency, payment plans, leak adjustments, pool fill adjustments. This position will also be responsible for monitoring the meter performance of our 2 and above water meters in the City. This will include working with our third-party labor contractor to ensure meter testing is being performed and evaluate meter performing by reviewing and making recommendations regarding estimated readings. This position will provide customer service assistance to clients as needed.

Essential Job Functions

Essential duties and functions, pursuant to the American with Disabilities Act, may include the following. Other related duties maybe assigned.

Review and develop, when necessary, updates to the internal procedures to maintain a good internal control structure and applicable systems to assure compliance with revenue collection for utility billing.

Develop, maintain, and review appropriate procedures to ensure the proper treatment of final bill balances and refunds whether that means transferred balances, mailing final bills, and/or issuing deposit refunds.

Review and approve requests for deposit refunds after sufficient acceptable payment history.

Maintain and reconcile special condition codes applied to customer accounts in Munis to supporting documentation on file justifying the use of those respectable special condition codes.

Review leak adjustments and pool fill adjustment submittals for compliance to policy prior to adjustments taking place.

Administer and maintain the delinquent account notification process.

Administer and maintain the delinquent account shut-off and reconnection process.

Liaison with the legal department regarding accounts where legal actions needs to be pursued and assist as needed with the City Clerk and the legal department as needed for grievance hearings.

Liaison with the public works department regarding the implementation and maintenance of properly functioning

automated meter interface (AMI) system and with meter replacements.

Education and Experience

College degree with coursework in accounting, business, or computer technology preferred. Experience with utility billing practices or banking is preferred. Three to four years of clerical/data entry experience, or an equivalent combination of education, training and experience.

Required Licenses or Certificates

Must possess a valid Mississippi driver's license.

Physical Demands and Working Conditions

Physical requirements include occasional lifting/carrying of 10+ pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, reaching, walking, twisting and kneeling to perform the essential functions. Working conditions are indoors.
