The Massachusetts Department of Public Health (DPH) is seeking an enthusiastic, proactive, and dedicated professional to join the Revenue Unit as a Revenue Accounting Staff Member within DPH Accounting Office of Central Services. The ideal candidate will be detail-oriented, can multi-task, be highly proficient in all Microsoft Office applications, and has experience working with the Teams video conferencing platform.
Duties and Responsibilities (these duties are a general summary and are not all inclusive):
* Monitor, review, and process receivables in the Revenue Tracking System (RTS) and MMARS.
* Monitor and reconcile within the Bank of America Account
* Verify batch transmittal sheets and prepare the daily deposit in accordance with the policies and procedures approved by the Department of Public Health (DPH), Office of the State Treasurer {TRE), and the Office of the State Comptroller (OSC).
* Monitor revenue transactions in the Massachusetts Management Accounting and Reporting System (MMARS) to ensure no documents sit in reject
* Daily reconciliation of Revenue tables in MMARS for all DPH accounts.
* Process various revenue documents in MMARS accurately and timely
* Provide, assistance, advice and guidance to DPH bureau employees, including the four public health hospital, for revenue issue resolution and policy updates.
* Establish effective communication with bureaus to ensure integrity, sounding revenue procedures.
* Incumbent must exercise considerable independent judgment.
* Perform related work as required.
* Creates and maintains database and spreadsheet files.
Required Qualifications:
* Knowledge of generally accepted accounting principles.
* Knowledge of the methods of general report writing.
* Able to understand, explain, and apply the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing assigned unit activities.
* Capacity to read and interpret official documents
* Ability to gather information by examining records and documents
* Able to follow oral and written instructions
* Capacity to communicate effectively in oral and written expressions.
* Skilled to accurately record information provided orally.
* Capability to determine the proper format and procedures for assembling items of information.
* Ability to prepare general reports.
* Means to maintain accurate records
* Able to establish and maintain harmonious working relationships with others.
* Capable to exercise discretion in handling confidential information.
* Ability to exercise sound judgment.
Preferred Qualifications:
* Knowledge of Banking operations and reconciliation
* Skilled in use of operating general office machines and equipment. Ex Scanners, copiers, laptops, etc.
* Understanding of best practices for relationship building and effective collaboration.
* High level of self-motivation and accountability, bringing enthusiasm and energy to team and tasks.
* Detail-oriented and highly organized, with strong ability to successfully multi-task
* Proficient usage of Microsoft Office products including Word, Excel, PowerPoint, Teams and Outlook; Teams video conferencing a plus.

Minimum Entrance Requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) two years must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.*
* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
