Right of Way Agent II Job no: 5028761 Work type: Full-Time (Salaried) Location: Fairfax (City), Virginia Categories: Trades and Operations Title: Right of Way Agent II State Role Title: Lnd Acq & Prop Mgmt Agent II Hiring Range: $74,895 - $121,705 Pay Band: 4 Agency: VA Dept of Transportation Location: NOVA District Office Agency Website: www.virginiadot.org/jobs Recruitment Type: General Public - G Job Duties The Virginia Department of Transportation's Right of Way (ROW) and Utilities Division is seeking to fill a position in the Northeast Region (Culpeper, Fredericksburg and Northern Virginia Districts). This position will assist with the ROW and Utilities portion of Design Build, P3 and locally administered highway improvement projects to ensure their quality, timeliness and budget considerations. This position will sit in the NOVA District office located in Fairfax. The selected candidate will work as a team member with other preliminary engineering disciplines; provide technical direction and assistance as needed; ensure the integrity of project information in systems and analyze and compile information in response to inquiries from local, state and federal government and the public. Ensure entries are entered in the RUMS for each discipline; and complete and submit car mileage report by the first of each month. Additional duties include, but are not limited to:
  • Attending Design Build, P3, and locally administered project meetings.
  • Offering cost and time saving recommendations.
  • Reviewing RW 301 and plans for acceptance and the issuance of the RW 300.
  • Offering valuation and negotiation guidance.
  • Performing spot check reviews (valuation methods and negotiation packages) and participate in Right of Way Compliance Reviews.
Minimum Qualifications
  • Functional knowledge of Right of Way and Utilities functions, real estate principles and practices and acquisition law (Titles 25.1 and 33.2 of the Code of Virginia).
  • Functional knowledge of engineering as it relates to highway constructions, reading and interpreting plans, and supporting the development of estimates.
  • Knowledge of the processes of public involvement.
  • Demonstrated ability to analyze information, to negotiate and/or mediate.
  • Ability to communicate effectively orally and in writing with internal and external customers and maintain effective working relationships.
  • Skill in the use of computers and web-based applications.
Additional Considerations
  • A combination of training, experience, or education in real estate desired.
  • Wide range of experience in Right of Way and Utilities activities; project management experience; knowledge of appraisal practices.
