Job Description:

This is a technical position that Oversees the Official Business Directional Sign (OBDS) program, the right of way control program, interstate logo program and general signage/obstruction problems statewide. This position works extensively with municipalities and their staff on resolving violations, deals with legislators on sign issues and general violation issues from constituents, works with the Department's legislative liaison on developing testimony on sign bills, meets with the public to resolve individual property owner issues and meets with the departments legal division to advise on statewide sign and Right of Way issues.

REPRESENTATIVE TASKS:

+ Assist legislative liaison with any legislative document (LD's) regarding sign issues and help draft appropriate responses on any rule-making that needs to happen as a result of the LD's.

+ Bill businesses, receive payments for the OBDS and logo programs, following up with unpaid accounts with additional notices, and removal of unpaid signs.

+ Processes sign applications and payments, including working with OIT should an issue arise with these processes.

+ Work with clericals to ensure that there are resources to help administer the OBDS program.

+ Work with municipal staff, legislators, Department staff and constituents to find solutions to issues regarding locations, and illegal obstructions in the Right of Way.

+ Head up the waiver/license committee for sign waivers initiated by municipalities, individuals, and businesses.

+ Respond to stakeholders with answers regarding MaineDOT's sign programs and right of way.

To be minimally qualified for this position candidates must provide evidence of the following experience:

Four (4) years of experience in either right-of-way functions, municipal zoning, or other directly related experience which includes budget processing.
