Posting Expires: 11/6/24Salary: $83,984.04General Description and Classification StandardsThe Atlanta Department of Transportation (ATLDOT) was created to improve how Atlanta manages transportation and the public right-of-way. One of the main goals of the department is to prioritize safety on the city's streets and to improve the experience of pedestrians, transit riders, cyclists, and scooter riders. ATLDOT is responsible for the transportation project delivery process, from planning to construction, as well as post-construction evaluation.The Transportation Engineer II serve as an in-house engineer for ATLDOT, working with a team of planners and engineers, and will be responsible for assisting with planning and concept development, designing professional/technical engineering projects, conceptual and construction plans review, developing and updating design standards, collecting existing condition information including, GIS data collection, traffic data, signal timing, roadway and site evaluations, and other engineering project components. The engineer will assist with the preparation of construction plans for contractors and in-house crews to follow, conduct traffic engineering studies and safety assessments, provide recommendations, and engage stakeholders and the public in the project process.This is an early career professional who works under the supervision of a senior engineer or director and may work on complex projects, and serves as a specialized subject matter expert on road design, road safety, traffic operations, pedestrian infrastructure and cycling infrastructure.Supervision ReceivedThis position works closely with and reports directly to the Senior Director for Multimodal Transportation Engineering or Senior Multimodal Transportation Engineer (Civil Engineer Manager). Weekly direction received focuses on long-term and short-term operating objectives and priorities for the department, office, and section. Position will be supervised by a licensed professional engineer who will assist with career development goals, on-the-job training, and identification of formal training as required. Transportation Engineer II will be employed in a position of trust to accomplish assigned tasks and progress towards goals in an expedient manner.Essential Duties & ResponsibilitiesThe following are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.* Develops construction plans for the Moving Atlanta Forward Infrastructure Program, Vision Zero, and Safe Routes to Schools programs, as well as other special projects and programs.* Identifies opportunities for road safety improvements and deployment of pedestrian and cyclist infrastructure* Plans, studies, and designs solutions to implement road safety improvements and deploy pedestrian and cyclist infrastructure* Assists with development of engineering studies and plans- traffic control evaluations, signal warrant studies, capacity analyses, safety analyses, traffic calming evaluations* Follows city processes for quality control, plan review and report or design approval* Generate technical writing for reports and prepare presentations* Provides technical input, documents research, and attends project meetings as part of providing professional support.* Research and implement best practices; develop policies as it relates to road safety planning, studies, and design.* Responds to internal or external stakeholder communication request in an expedient manner, coordinates with communications team as needed to respond to public citizen request.Decision MakingAnalyzes complex information and other challenges and applies sound and consistent judgment. Selects from multiple procedures and methods to accomplish tasks. Recommends revisions to procedures and methods to improve outcomes. May make purchasing or resource allocation decisions within organization guidelines.Applies organizational policies. May interpret organizational policies and recommend exceptions.Leadership ProvidedThis position does not manage any staff; however, leadership is a character trait sought in all positions.Knowledge, Skills & AbilitiesThis is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list.* Working knowledge of civil engineering and roadway engineering design; working knowledge of transportation construction; working knowledge of computer aided drafting and design (CADD) systems, extensive knowledge of traffic engineering.* Working knowledge of road safety best practice, pedestrian safety best practices, cycling safety best practices and familiarity with Vision Zero road safety program and NACTO Design Guidelines.* Working knowledge of federal, state and local roadway design standards, policies, guides, and research. Experience with AASHTO, GDOT, and City of Atlanta guidance and ADA/PROWAG design requirements* Working knowledge of engineering construction plan set development including general notes, specifications and special provisions, standard and special project details, quantities and pay items, and cost estimation.* Ability to manage complex projects and lead a team to achieve results. Ability to manage change.* Strong verbal, written and presentation skills. Ability to work collaboratively to arrive at constructive solutions.* Attention to detail and ability to learn new systems, processes, and workflows quickly* Proficiency in Microsoft Office 365 products (Outlook, Word, Excel, PowerPoint, Teams, Planner, OneDrive) required.* Proficiency in MicroStation and InRoads or OpenRoads strongly preferred* Proficiency in AutoCAD, ArcGIS Pro, Synchro, AutoTurn, GuideSign is desirable.
