THE POSITION
The Department of Transportation is on the lookout for a Roadway Programs Coordinator who will play a crucial role in managing a range of administrative and technical support activities associated with the maintenance of roadway programs in Allegheny County. This position also involves contributing to the formulation of the Annual Work Plan (AWP), ensuring that all aspects of roadway management are effectively addressed. DESCRIPTION OF WORK
In this role, you will be responsible for planning, organizing, assigning, and evaluating the work of a team comprising technical, storeroom, and clerical personnel involved in various highway management functions. You will assist the County Maintenance Manager and Assistant Maintenance Managers in the development of the Annual Work Plan (AWP), which includes the coordination and formulation of the county's 213 Surface Improvement Program. Collaboration with the District Roadway Programs Manager will be essential in various facets of highway maintenance planning.
Throughout the fiscal year, you will monitor the AWP by leveraging SAP Plant Maintenance reports to ensure adherence to the plan, provide status updates, and recommend necessary adjustments in response to shifting priorities, conditions, and funding availability. You will assess and determine material requirements for activities based on the AWP and oversee the creation and analysis of activity cycles for each geographic planning section within the county.
You will prepare budget reviews for the county to keep management informed about budgetary status, facilitating informed decision-making. Advising the County Manager on budgetary matters and recommending the reallocation of funds between programs as necessary will be part of your responsibilities. Continuous monitoring of all funds will be crucial to ensure that sufficient resources are available for all county operations and to prevent any loss of funds at the end of the fiscal year.
Your role will also involve reviewing the budgetary aspects of all county Agility agreements and suggesting modifications based on budget considerations. You will actively participate in negotiations related to Agility agreements from a budgetary standpoint.
Additionally, you will review and adjust scheduled work by analyzing Systems, Applications, and Products (SAP) reports, original planning session notes, weather conditions, inventory assessments, equipment availability reports, and related highway materials information.
You will coordinate and engage in the review and analysis of output data from the SAP Plant Maintenance system to ensure that work program objectives are met and to maintain overall system control. This will involve analyzing the deployment of manpower, equipment, and materials to effectively schedule work and evaluate cost data.

Work Schedule and Additional Information:
+ Full-time employment
+ Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
+ This position may be eligible for an alternate work schedule (AWS).
+ Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
+ One year of experience as a Roadway Programs Specialist or Roadway Programs Technician Supervisor; or
+ Three years of experience in the analysis, development, and implementation of methods and techniques used in a roadway maintenance management system; and an associate's degree in a field of business administration, computer science, highway engineering technology or closely related program; or
+ One year of experience in the analysis, development, and implementation of methods and techniques used in a roadway maintenance management system; and a bachelor's degree in business administration, computer science, mathematics, statistics, or civil engineering related discipline; or
+ Any equivalent combination of experience and training.
