I. POSITION FUNCTION SUMMARY:
Acts as the first point of contact for rural addressing and floodplain management enquiries in the Taos County Planning Department. Supports the functions of the Taos County E-911 Rural Addressing Program (Taos County Rural Addressing Ordinance), the FEMA Floodplain Management Program (Taos County Flood Damage Prevention Ordinance) and the Taos County Fire Wise Communities program. Answers phone and meets with the public; provides information to inquiring parties and responds to general questions related to department functions. Also performs a variety of full performance, routine administrative and complex clerical duties as needed to expedite the administrative, technical or clerical functions of the planning department.

II. ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:

Job Duties:
* Provides initial contact with the general public seeking information regarding zoning, subdivision, business registrations and sign permits; determines necessary application forms and may assist the public with completion.
* Interacts with internal and external customers in person, over the phone and electronically to answer questions relating to rural addressing, mapping requests and other areas of responsibility related to this job.
* Accurately verifies and issues addresses utilizing all available technology and information, including GIS and other databases.
* Properly utilizes ArcGIS or other GIS desktop and web mapping software to view, create, and edit data.
* Methodically researches land ownership records, plats and warranty deeds to accurately determine property location and ownership. Thoroughly conducts research through all available resources including GIS, paper records and databases.
* Produces official documentation relating to addressing, floodplain review, and construction permits. Including address verifications, floodplain determinations, and rural addressing mailings.
* Creates maps upon request from internal and external customers, in a timely manner. These may include requests for new or existing Neighborhood Association zoning maps, requests from external agencies working on projects for Taos County or the general public in relation to Rural Address information.
* Utilizes printers, plotters and scanners to digitize data and produce paper copies of maps and documents from electronic copies.
* Correctly digitizes and archives documentation on a daily basis.
* Creates house number placards.
* Adheres to State and County mandated addressing and public safety standards, methods and protocols in daily workflow.
* On occasion, may be required to conduct field verifications and post-processing of coordinate data, utilizing GPS equipment to pinpoint coordinates and measurements for various county parcels, structures, physical addresses, roads, landmarks etc.; may perform general field survey duties as needed.
* Properly processes road name and address change requests, including identifying property owner information, communicating with internal and external organizations, and creating and filing all necessary paperwork.
* Assists in the enforcement and implementation of the Taos County Rural Addressing Ordinance.
* Is familiar with FEMA's National Flood Insurance Program.
* Uses FEMA Flood Insurance Rate Maps (FIRM) and mapping data to determine if development and construction projects require a Taos County Floodplain Development Permit.
* Assists in the design and maintenance of necessary paperwork for the administration of Rural Addressing Ordinance and Flood Damage Prevention Ordinance.
* Assists in the implementation of the Firewise Community Program.
* Supports the work of the Rural Addressing Coordinator and/or the Rural Addressing Specialist.
* Performs accurate document filing and maintenance.
* Operates personal computer and various software applications, composes formal documents, records maintenance, and data input.

* Processes payment for permits issued by the Planning Department.

IV. POSITION SPECIFICATIONS:
Fair Labor Standards Act Provisions:
This position is non-exempt under the provisions of the Fair Labor Standards Act and is subject to the organization's policies and procedures pertaining to overtime hours.
Independence of Action; Supervision Received:
The Rural Addressing Technician works under general supervision of the Rural Addressing Supervisor. Employee works alone on routine work and checks with supervisor only when in doubt. Production generally precedes a check on the quality control. Established methods and procedures are clearly established, and general instructions provided.
Supervision Exercised:
The Rural Addressing Technician is responsible for own work and has no supervisory authority or responsibility; although the Rural Addressing Technician may be responsible for organizing and reviewing the work of volunteers or others working on special projects s/he is overseeing that are assigned by the position's supervisor.
Coordination and Cooperation with Internal and External Parties:
Internal:
Responds to requests for information from the Rural Addressing Supervisor and Planning Director; and works with other department staff on issues and special projects that may have a moderate impact on provision of Taos County's programs and services.
External:
Employee has a minimal amount of independent contact with external parties. Under direction of the Rural Addressing Supervisor, may work with external vendors, applicants, agencies, and others to provide accurate services.
V. POSITION AUTHORITIES AND ACCOUNTABILITIES:
General:
Position has low level of line responsibility and little authority to make independent decisions over an assigned function. A person in this position regularly takes responsibility for a key operation or function due to their level of accountability.
Budgetary/Financial Authority and Accountability:
Position has low to no level of accountability for budgetary or financial decisions, and decisions will have a low level of impact on resource utilization within Taos County. Not responsible for impact on an operating budget for the Department.
Equipment/Asset/Material Authority and Accountability:
Position has a low level responsibility for equipment & other assets, materials, and supplies; proper utilization is required plus accountability for first-level maintenance may be required.
VI. POSITION QUALIFICATIONS AND REQUIREMENTS:

Education and Experience:
Required:
* High School Diploma (or GED or High School Equivalence).
* One year certificate from college or technical school.
* At least one (1) year of work experience in related field.
Preferred:
* An Associate's Degree or a Certificate in directly related discipline from a recognized accredited educational institution is highly preferred.
* One (1) year directly related work experience in planning and zoning and or GIS related field.
Substitution:
* Additional education or professional training may substitute for experience requirement.
* Years of experience may substitute for education requirement.
Language Requirements:
Required:
Ability to read and write English in order to understand and interpret written procedures and technical manuals. This includes the ability to give and receive instructions in written and verbal forms and to effectively present information and respond to questions from vendors, contractors, supervisors, co-workers, residents, and city/county agencies.
Preferred:
Bi-lingual (English/Spanish)
Certification, Licenses and Registrations:
* Must have (or obtain within 3-months from the date of hire) and maintain a current, valid State of New Mexico driver's license; must have and maintain a Taos County-insurable driving record.
* An employee using their personal vehicle for Taos County business they must have and provide proof of current liability insurance meeting or exceeding State-required minimum coverages, or other coverages required by Taos County.
Training/Professional Development Requirements:
* Must successfully complete all Taos County-required safety and other training within required timeframes.
* Must successfully pass and maintain training certification in all state, Taos County, and/or other training requirements of the position and job assignment.
* Additional training requirements for this position may be mandated by Taos County.
Tools and Equipment Used:
An employee in this position must be knowledgeable and skilled in the safe use and maintenance of the following tools and equipment:
* Standard office equipment and software, including desktop computer, HRIS database, and standard MS-Office applications or equivalent
* Must be able to operate a company vehicle
