Job Description
The Iowa Department of Health and Human Services' (Iowa HHS) (Division of Public Health, Rural and Community Health Bureau is seeking a Rural and Community Health Contract Manager-Program Planner 3.
Summary:
The lowa Department of Health and Human Services (HHS), Public Health Division, Bureau of Rural and Community Health, is seeking to fill a Contract Manager (Program Planner 3) position.
This position is a hybrid position with a two day, in office, requirement.
The Rural and Community Health Bureau programs promote access to quality healthcare for all lowans through healthcare infrastructure planning and development, systems building and addressing barriers affecting access to quality healthcare. This position works with the bureau chief, several program staff and outside contracted partners to provide oversight and coordination for all aspects of assigned bureau program contracts. Skills including, teamwork, organization, attention to detail, good written and verbal communication and the ability to utilize technology systems for document management are needed to be successful in this important role.
Responsibilities:
What you will do:
Assures conformance with the department's service contracting policies for programs within the bureau. This includes creating and managing the process for competitive selection (RFP, RFA, RFB, RFl, etc.) between the bureau programs and the Compliance and Finance Division.
Mainlains current knowledge of policy/procedures and provides technical assistance for program staff regarding compliance with selection processes. Provides support, oversight and direction to program staff for contractual issues for assigned programs within the bureau. Serves as the primary Contract Manager within lowaGrants system for
programs assigned in the bureau.
Monitors competitive selection applications, reports, contracts and contract payments. Runs financial and programmatic reports from lowaGrants. Coordinates funding allocations with appropriate budgets and assures the contract funding amounts are appropriate and in compliance with the approved grant allocations for assigned programs. ls responsible for all claims processing. Provides continuous oversight to the budget through tracking
of expenditures and meetings with fiscal staff. Provides leadership for problem solving fiscal
management issues. Keeps the Bureau Chief, Section Supervisor and program managers updated.
Other duties as assigned, including assignments made in emergency or disasters as mutually agreed upon by the employee and employer. Participates and is an active member in special workgroups and teams within the department, division and bureau.
Attends meetings and trainings with federal or state agencies as requested. Functions and communicates in a professional and courteous manner at all time with staff, clients, internal and external customer and partners. Continues professional and educational development in order to continually improve leadership and management skills and knowledge base.
Requirements:
Completes fiscal sub-recipient monitoring for all program contractors on a rotating basis every three years. The fiscal sub-recipient monitoring includes review of the bureau program contractors fiscal policy and procedures to assure adherence to federal requirements. Monitoring also includes a process to review and verify documentation of fiscal claims on a rotating basis.
Writes and sends report of findings, including required corrective action and specific deadlines for submission. Assess adequacy of contractor response and provide follow-up as needed.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
2) All of the following (a, b, and c):
a. One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
3) Graduation from an accredited school of law.
4) Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
