The City of Bangor is announcing an opening for the Safety and Training Officer for the Community Connector - the public transit service for Bangor and surrounding communities.

The duties of this position include assessments regarding safety measures and training needs; and monitoring, tracking, and reporting compliance with various aspects of the Federal Transit Administration (FTA)'s safety, security, and compliance rules and regulations.

The goal of the position is to promote and ensure safe public transportation.

DUTIES

(This list is meant to be an overview and not all-inclusive):

Responsible for implementation of a training program consistent with contract, City, federal, and state requirements. Ensures proper and complete training is provided to all personnel. Provides oversight and guidance to personnel when engaged in training and/or as related to safety in the workplace.

Designs and delivers driver training and safety courses; trains new drivers and retrains those drivers who may require refresher (e.g., are involved in accidents, returning from extended leave, or those who may fill in periodically).

Conducts fact-finding and assists Safety and Risk Manager with accident/incident investigations.Follows up with the risk management office and adjusters as necessary. Assists drivers in preparing accident reports, prepares OSHA reports, and completes safety violation and compliance documents. Provides recommendations and/or opinions regarding fault or preventability based on the facts identified at the scene. Provides post-accident counseling with drivers.

Develops, teaches, and monitors contents of classroom training to ensure regulatory compliance. Conducts re-certification and re-training when necessary.

Promote a safety culture that pervades all areas of the operation, with heavy emphasis on risk mitigation and accident prevention.Acts as resource to all Drivers.

Communicates job requirements and responsibilities to drivers. Works closely with the lead drivers to administer new driver training while keeping the dispatchers aware of the daily schedule.The operation officer creates all schedules and/or plans for training for approval by Operations Officer or Superintendent.

Collaborates with Operations Officer and Bus Superintendent, directing the observation of drivers on the road, and correcting and documenting safety issues. Evaluates and monitors driver safety and performance by performing driver road checks and on-board evaluations.

Leads the implementation, maintenance, and updates of the (PTASP) Public Transportation Agency Safety Plan; lead on implementation of (SMS) Safety Management Systems. Plans, schedules, and conducts safety meetings based on our Public Transportation Agency Safety Plan (PTASP) program and our safety training goals and objectives. Assists and participates in the safety committee meetings.

Serves as liaison between drivers and customer/organization in customer service issues.

Provides assistance and training to drivers and dispatchers on customer service and safety related issues.

Implements and monitors occupational health and safety program activities including facility inspections, accident investigations and emergency planning operations; monitors program compliance with mandated laws, rules and regulations.

Establishes and communicates workplace safety standards and ensures that staff executes and adheres to safety and security standards.

Ensures compliance with all applicable federal, state, local, and City regulations; ensures that related record keeping and reporting requirements are met and maintained.

Maintains confidentiality of information as needed.

Oversees and develops all policies and programs related to the safety and security of all personnel, equipment and facilities.This position provides direction and guidance to supervisors and front-line staff establishing and emphasizing a culture of safety and customer service.

An important role of this position is the responsibility of establishing and maintaining effective working relationships with other transit departments, city departments, subordinates, and the general public in order to promote and maintain an effective and efficient public transit service.

Updating all Safety Data Sheets (SDS) - online and in hard copy - in timely and accurate manner.

Maintain and update the Stormwater Pollution Prevention Plan (SWPPP), list of hazardous materials, and ensure compliance with all other environmental-related measures.

Reviews and updates the Emergency Action and Evacuation Plan for transit system.

Prepares and posts written correspondence, operational safety bulletins, and notices.

Serves as the main point of contact regarding safety for the transit system; serves as a resource to system employees and the public; serves as an example and role model with displaying the highest safety standards.

Maintains detailed knowledge of the geographical layout of the transit area of operation.

Maintain and implement the Bus Ambassador Program to instruct passengers on how to read the bus schedule and use the bus system.This program involves creating curriculum, teaching and coordinating volunteers to provide assistance to others to use public transportation.

Assist with maintaining and updating the ADA Policy and Procedures for the Fixed Route and the route book.

Assist City Risk Manager with first report of injury, workers compensation compliance, and light duty coordinator.Work with the City of Bangor Risk Manager and Environment

Coordinator on safety and environmental compliance issues.

Maintain the accident log and coordinate with Fleet Maintenance and the City's Risk

Manager for the estimate, repair, and payment of vehicle.

Maintains all compliance records and reports as it pertains to the safety and training requirements for FTA triennial review. Provides FTA oversight and maintains documentation for any third-party contractor doing work for Community Connector.

Assists with any special project as needed or other duties as assigned.

REQUIREMENTS

Possesses a working knowledge of relevant rules, regulations and guidelines (e.g., State of Maine CDL license, FTA, DOT, FMCSR, Union Contract, and SWAPP).Monitors Federal, State and local regulations for maintaining FTA compliance for security and safety programs. Identifies applicable regulations set forth by DOT, FTA, Homeland Security, OSHA or State-approved plan, EEOC, ADA, and any other regulatory entity that may apply and ensures

compliance.

Working knowledge of transit management and operations, and ability to apply such knowledge to the standard practices and developments of the Division.

Ability to assist with providing guidance to employees and directing daily activities of personnel.This may include involvement in hiring, training, and evaluating employee performance.

Ability to analyze and interpret a wide variety of data and information, drawing appropriate inferences and conclusions.

Ability to professionally and effectively communicate both orally and in writing.Ability to effectively communicate with co-workers, other City departments, and general public in a courteous and tactful manner.

Working knowledge of municipal functions, and standard office procedures, and ability to operate telephone console and standard office equipment such as a personal computer, paper shredder, and fax machine. Must be proficient with Microsoft Word, Excel, Access, and Publisher and familiarity with web-based databases.

Must have ability to perform a variety of planning operations and oversight duties, according to the established practices and procedures of the department, using independent judgment and taking personal action in determination and implementation of the best methods to achieve desired results.

Must possess skills to maintain a working relationship with personnel, City departments, representatives of local, state and federal agencies, other governmental jurisdictions and members of general public for a variety of purposes, including assisting with coordinating and supervising division operations and personnel and implementing policies and procedures.

Must be able to successfully pass drug test and a criminal background check.

Ability to legally operate a motor vehicle and possession of a Class B driver's license with P endorsement and air brakes or ability to obtain same within one year of employment.

DESIRED EDUCATION AND EXPERIENCE

Familiarity with OSHA/State-approved plan and EPA standards, and ADA requirements

Thorough knowledge and understanding of Department of Transportation, Federal Motor Carrier, and Federal Transportation Administration rules and regulations. Ability to interpret and explain regulations to others.

Possess position-related certifications or the ability to obtain them within first year of employment (such as OSHA 12 & 40-hour classes, Transit and Operating Training certificate and PTASP certification, First Aid & CPR, Drug & Alcohol Training - FTA training, PASS certification - CTAA, Environmental compliance; hazardous materials, blood borne pathogens, SDS).

Post-high school course work related to business or the public sector in related field of study preferred.

INFORMATION FOR APPLYING:

Pay range $26.52 to $35.58 per hour (based on 40-hour work week).
