PRIMARY PURPOSE:
Coordinate and manage various emergency management programs and functions affecting the safety, security, and emergency preparedness of district campuses, facilities, students, staff, and visitors. Conducts safety and security inspections to develop and maintain a safe and secure environment. Responsibilities also include developing, designing, and overseeing the district's implementation of facilities service devices, patrols, and alarms.

QUALIFICATIONS:
* Bachelor's Degree from an accredited college or university in Emergency Management, Public Safety Administration, Homeland Security, or closely related field with a focus in public safety, school safety and security (Preferred) , or emergency services or 12 years equivalent experience.
* Certified Emergency Manager or closely related certification - experience preferred from a valid organization and/or association
* Must have five or more years of wage-earning experience in a governmental setting. School or campus-based emergency management is preferred.
* Must obtain IAEM/AEM/CEM/TEM certification within 24 months of employment.
SPECIAL KNOWLEDGE/SKILLS:
* Knowledge of Federal, State, and local regulations related to emergency management, fire, and safety inspections.
* Knowledge of standard concepts, terms, practices, and procedures within the emergency management/school safety field.
* Knowledge of emergency operations procedures including Incident Command Systems (ICS) and National Incident Management Systems (NIMS).
* Knowledge of State and Federal grant programs.
* Skill in gathering/organizing/analyzing/interpreting information and formulating conclusions and developing recommendations and solutions.
* Skill in developing and presenting training modules related to emergency management and safety programs coupled with evaluating training needs and course effectiveness.
* Skill in project planning management and implementation of programs on a large scale.
* Skill in communicating effectively with diverse groups, both verbally and written, utilizing professionalism, poise, tact and diplomacy.
* Skill in operating MS Office (Word, Excel, Access, Power Point).
* Ability to maintain confidentiality of privileged and sensitive information.
* Ability to comprehend complex systems and technical information and explain effectively to a wide variety of stakeholders.
* Ability to interpret policy, procedures and data.
* Ability to manage multiple tasks simultaneously and independently to meet deadlines.
* Ability to maintain effective working relationships with a wide variety of district and external personnel, outside organizations, elected officials, and the general public.
Experience
* Minimum twelve years or more wage-earning experience in a governmental setting. School or campus-based emergency management field is preferred.
MAJOR RESPONSIBILITIES AND DUTIES:
* Develops and enhances the district's Emergency Operations Plan, including school response protocols and readiness capabilities which emphasize core capabilities to support the integration of emergency management, school and safety systems into a locally established, collaborative and planning framework.
* Assist the Captain and Lieutenant direct and supervise sworn and non- sworn personnel of the Police Department as needed.
* Offer training, guidance and support to sworn and non-sworn personnel on emergencies and or calls for service as needed.
* Conducts scheduled and unscheduled site visits to perform general safety inspections and security audits at each campus and non-campus facility and recommends appropriate corrective action(s).
* Conducts security intruder drills at predetermined campuses to assess and rank the overall readiness of the district's emergency management plan and visitors' policy.
* Monitors and evaluates fire exit drills, shelter in place drills, and disaster drills at campus/non-campus facilities.
* Assists with coordinating the efforts of school safety and security committee(s).
* Develops and oversees the district's drill and exercise programs as it relates to emergency management and school and security training programs.
* Assists with the internal emergency response, planning, preparation, and training for Beaumont ISD personnel, including reviewing operational safety plans, drills and tabletop exercises, and Evacuation/Reunification procedures.
* Maintains and updates all resource materials associated with district emergency preparedness plans.
* Collaborates with other district, local, county, city, state, and federal agencies and officials, as assigned, in the advancement of school safety, including emergency response interoperability, mutual aid agreements, and memorandums of understanding.
* Conducts periodic emergency management threat and risk assessments to identify and analyze any potential hazards or vulnerabilities.
* Attends safety meetings and interfaces with campus administrators to resolve safety concerns on and around the campuses, collaborating with external partners and stakeholders as appropriate.
* Presents programs to various groups, both internal and external, regarding emergency preparation, required drills, best practices and emergency preparedness.
* Coordinates and conducts emergency management training opportunities for school district employees, local law enforcement, and other first responders.
* Establishes safety teams and procedures to interact with the district's Safety Administrative Team during emergency situations.
* Ensures the maintenance and operational readiness of weather monitoring, radio, telephone, and computer access systems as related to emergency management.
* Will review and test safety and security products, software, and platforms, e.g. Crisis Go and Social Sentinel.
* Remains updated on federal, state, and local regulations affecting emergency plans and ensure that the district plans adhere to established regulations, policies, and mandates.
* Attends meetings with federal, state, and local agencies on topics and subjects pertinent to safety, security, and emergency programs directly related to school districts.
* Works frequently with the general public.
* Manages departmental/district projects as assigned.

* Collects, organizes, and analyzes safety and security audit data to prepare final reports.
* Collects, organizes, and develops data for after-action analysis when emergency and safety situations occur.
* Complies with policies established by federal and state law, State Board of Education rule, and local board policy in the area of required reporting to agencies.
Budget
* Identifies, completes, and manages security-related grants for equipment, training and other related items as reviewed and approved by the Chief of Police.
Other
* Assists with emergency management activities on a 24 hours basis as required.
* Maintains confidentiality of privileged and sensitive information when received and distributed to appropriate designees

The State Board for Educator Certification will require all first time applicants for an initial credential to be fingerprinted as part of a national criminal background check. A cost of up to $50. 00 will be charged for fingerprinting.
