Job Description:

The Safety, Health, and Security Manager is responsible for overseeing all aspects of OMSI's Safety, Health, and Security Programs, including remote sites. This position works closely with the senior leadership to implement best practices that create a safe and secure environment and reduces risks. This position is responsible for training staff in emergency, safety, and security response procedures as well as updating and drafting all related plans and materials. They also oversee the management of OMSI's in-house and contracted security team personnel.

Essential Duties and Responsibilities

* Facilities Operations and Support:

* Conducts accident investigations and supervises first aid efforts.

* Responsible for training employees in State and Federal-mandated programs;

* Leads and facilitates OMSI's Safety Committee, and acts as a liaison between staff and the leadership team;

* Fleet manager of OMSI vehicles, oversees driver safety program and management of vehicles.

* Collaborates with the Senior Maintenance Engineer to ensure completion of facilities-related inspections for the fire sprinklers and fire monitoring alarm systems, building security systems, and flood dewatering pump systems;

* Provides additional trainings to staff, such as scissor lift, boom lift, and safety data sheet trainings.

* Safety and Health Leadership:

* Performs site inspections and submit recommendations for OMSI's 3 locations: Water Ave Museum, Hancock Field Station, and Coastal Discovery Center;

* Ensures compliance with OSHA, DEQ, and other state and federally mandated programs;

* Manages OMSI's Environmental Emergency Response plan, including spill clean-ups, disposal, permits with state/federal government and the state fire marshal, and maintaining and updating disaster plans;

* Schedules and coordinates safety and first-aid trainings for all staff, provide emergency procedure trainings to new staff, and bi-annual trainings for volunteers on missing children and radio protocols;

* Leads OMSI's Emergency Response Team and coordinate quarterly trainings on various emergency scenarios;

* Works closely with the Human Resources department on staff policies and procedures, with an emphasis on staff safety, health, and workers compensation;

* Regularly drafts and submits emergency documentation and recommendations to the Director and Leadership team for approval.

* Security Leadership:

* Oversees security oversight at OMSI's Waterfront Ave Museum, and provides regular security feedback and recommendations for Hancock Field Station and the Coastal Discovery Center;

* Oversees best practices related to CCTV, Access Control, and Alarm systems, with the ability to conduct general troubleshooting as needed;

* Collaborates with the Marketing & Retail and Exhibit Experiences teams in coordinating and setting security requirements for special exhibit installations and events;

* Collaborates and coordinates with local, state, and federal law enforcement agencies with police and safety reporting, security detail awareness, and incorporating preventative measures;

* Reviews and investigates all security reports, and submits final reports and recommendations to the senior leadership team;

* Supervises the Safety & Security Supervisor and ensures the Security Department is getting continuous training and has all necessary resources to thrive.

* Reports and Budget Administration:

* Maintains computer and paper records, including police reports, to comply with federal, state and local recordkeeping requirements consistent with privacy regulations.

* Maintains and tracks all museum two-way radios.

Working Conditions

* This position is exempt, paid salaried;

* This position is regular full-time scheduled for 40 hours/week;

* Requires working onsite at the museum location;

* Requires occasional travel around and outside of the Portland Metro area;

* Requires working on some weekends, holidays, and/or evenings;

* Requires 24-hour on-call duties for critical systems.

* Physical Demands: 70% sitting, 15% standing, 5% lifting/carrying 40 lbs.;

* Vision Demands include:

* Close vision (clear vision at 20 inches of less)

* Distance vision (clear vision at 20 feet or more)

* Color vision (ability to identify and distinguish colors)

* Environmental Demands include:

* Outdoor weather conditions

* Noise Levels include:

* Quiet (examples: library, private office)

* Moderate (examples: business office with computers and printers, light traffic)

* Loud (examples: metal can manufacturing department, large earth-moving equipment)

Secondary Responsibilities

Secondary responsibilities include-but are not limited to-the following:

* Oversees OMSI's fleet management program and record-keeping, including driver training, safety protocols, insurance, and routine maintenance checks;

* Maintains and tracks all museum two-way radios.

Knowledge, Skills, and Abilities

REQUIREMENTS:

* Business Practices:

* Developed communication skills, with an emphasis on presentation and public speaking;

* Ability to model and support a positive team dynamic with paid and unpaid staff;

* Ability to effectively handle multiple tasks, often with overlapping and time-sensitive deadlines;

* High proficiency with Google Suite and/or Microsoft Office;

* Ability to adhere to confidentiality, protocol, and community agreements, with an emphasis on handling sensitive employee information;

* Demonstrated ability to pivot between individual and team work;

* Exercises sound judgment while upholding high integrity and ethical standards;

* Excellent organizational, analytical, and problem solving skills;

* Excellent attention to detail with a high degree of accuracy.

* Health, Safety, and Security Expertise:

* Proven knowledge of OSHA compliance and ADA regulations, with the ability to learn building codes, fire codes, federal and state driving regulations, industrial hygiene, and general liability insurance as needed.

* Strong understanding, knowledge, and skills in engaging diverse stakeholders, with an emphasis on advancing diversity, equity, and inclusion through a racial equity lens;

* Ability to work under pressure and adapt accordingly, with an emphasis on emergency/critical incident situations;

* Ability to effectively communicate with outside agencies on health, safety, and security matters;

* Knowledge and ability to effectively navigate communications with local, state, and federal law enforcement agencies e.g. filing and following-up on police reports, maintaining working relationships, conducting staff welfare checks, and collaborating on threat assessments;

* Knowledge and ability to effectively navigate communications with local and state health agencies, such as the Oregon Health Authority, Multnomah County Public Health, or similar.

* Supervision and Budgeting Skills:

* Working knowledge of best practices in staff professional development-mentorship, leadership opportunities for rising professionals, and identifying areas of growth and improvement;

* Working knowledge or ability to learn how to manage six-figure annual budgets, estimate labor time and costs, and manage employee workloads across multiple and simultaneous projects

PREFERENCES:

* Advanced knowledge of facilities-related and building systems;

* Excellent oral and written communication skills in a non-English priority language in Oregon.

Education & Work Experiences

REQUIREMENTS:

* 3 years of experience-with increasing responsibility-in the following:

* Demonstrated experience with security, safety, and/or emergency management;

* Demonstrated experience delivering first-aid;

* Familiarity with fire and OSHA regulations.

* Minimum 3 year supervisory experience;

* Examples of effective customer service skills and abilities in a public/patron-facing environment;

* Demonstrated experience working effectively with people of diverse backgrounds and talents in a professional work environment.

PREFERENCES:

* Academic degree in Criminal Justice, Public Health, Emergency Management, or similar;

* Examples and/or experience developing and managing budgets.

Additional Requirements/Preferences; Including Licenses and Certifications

REQUIREMENTS:

* Ability to pass pre-employment checks, such as criminal background checks, reference checks;

* Valid Driver's license, including passing OMSI's driving requirements (subject to a Motor Vehicle Record (MVR) check);

* Current DPSST Unarmed Security Professional Certification Card:

* If not licensed, training can be provided at no cost for selected candidates as part of the onboarding process;

* Current Adult and Pediatric First Aid, CPR, and AED certifications.

PREFERENCES:

* OSHA 30 Certification;

* Current DPSST Executive Manager certification;

* CPR, First Aid, and AED Instructor certifications.
