Job Summary The Safety Lead - Data & Analytics (DA) is responsible for assisting the Deputy Director of Safety Data & Analytics and the Director of Safety Management Systems (SMS) and Safety Oversight in managing safety data recordkeeping, reporting, analysis, and visualization. SMS is a formal, top-down, organization-wide, data-driven approach to managing safety risks and assuring the effectiveness of safety risk mitigations. The Safety Lead - DA will be responsible for enhancing the quality and consistency of safety data and safety reporting/data analysis in support of MBTA's SMS. Additionally, responsibilities will include overseeing and improving safety data quality at the MBTA and communicating with internal/external stakeholders about the capabilities and constraints of safety data. Major initiatives include, but are not limited to, safety performance targets and trending, reporting to governing bodies/external regulators including the Department of Public Utilities (DPU) and the Federal Transit Administration (FTA), improving safety data collection and retention processes, and assisting in managing safety data deliverables to internal customers. Duties & Responsibilities
  • Lead the process of safety performance monitoring as prescribed by 49 CFR Part 673 through collection and analysis of data from across the MBTA.
  • Leverage safety data analysis to identify improvements with the potential to enhance safety performance. Integrate safety data analysis into accident investigation, hazard management, and employee safety reporting programs in support of this goal.
  • Serve as a subject-matter expert and resource to outside business units on safety data collection, management, processing, analysis, and visualization.
  • Guide and support the implementation of database tools, software, and technology to support Safety's data collection, quality management, and reporting/analysis needs.
  • Prepare reports and presentations to distribute to internal and external stakeholders, such as the Board, GM, and all departments.
  • Develop safety data documentation guidelines to support the transparency of safety data at the Authority.
  • Establish and implement team strategies and work plans. Demonstrate MBTA's organizational values of leadership, integrity, respect, and teamwork.
  • Provide technical support and guidance to Safety Data and Analytics management team members.
  • Report safety/security-critical data to oversight agencies such as the Massachusetts Department of Public Utilities (DPU).
  • Run or participate in team meetings and facilitate open communication.
  • Monitor team performance and provide feedback to improve their skills and productivity.
  • Assist the Deputy Director of Safety Data & Analytics in coordinating team activities, delegating tasks, and ensuring the timely completion of projects.
  • Write, investigate, manage, and review safety assessments.
  • Act independently and proactively, collaborate with other safety teams, and apply expertise to improve internal processes and workflows.
  • Act as a team lead and assist the Deputy Director of Safety Data & Analytics in managing, mentoring, and developing members of the SMS Team.
  • Perform all other duties and projects that may be assigned.
Minimum Requirements & Qualifications
  • Bachelor's degree from an accredited institution in Data Science or related field.
  • Six (6) years of experience in the transit industry, data analysis, data visualization, data science, data engineering, program development and/or program oversight.
  • One (1) year of supervisory, managerial, and/or leadership experience.
  • Effective organizational, analytical, confidentiality, quantitative, multi-tasking and time management skills.
  • Advanced skill level in the use of Word, Access, Excel, PowerPoint, PeopleSoft and/or other database applications.
  • Proven track record of collaboration, transparency, and problem-solving skills.
  • Handle sensitive and confidential information in an appropriate manner.
  • The ability to effectively communicate with co-workers, consultants, and contractors.
  • Have excellent customer service, conflict resolution, negotiation, communication, speaking and writing skills.
  • Have a valid driver's license.
  • Ability to work all shifts and/or locations as assigned or directed; be available to work twenty-four (24) hours per day, seven (7) days per week.
  • Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS 200, 200, 300, 400, 700, and 800 as well as courses offered on websites hosted by MassDOT, FEMA, and TSI within three (3) years of employment.
  • Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.
  • Ability to work effectively with a diverse workforce.
Substitutions Include
  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
  • A master's degree in a related subject substitute for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience
Preferred Experience and Required Skills
  • Master's degree from an accredited institution in Data Science or related field.
  • Transit Safety and Security Program (TSSP) Certification.
  • Public Transportation Safety Certification (PTSCTP) Certification.
  • Possession of a World Safety Organization (WSO) Certificate or equivalent.
