Job Description:

General Overview of Position

Under the administrative direction of the Director of Transportation, with the ability to exercise independent judgment, this position serves as the chief safety officer and the mobility manager for the Department of Transportation. This position also prepares federal and state reports, coordinates and facilitates required training within the department and with other agencies, and ensures the department is in compliance with Federal Transit Administration (FTA) and Wisconsin Department of Transportation (WisDOT) regulations.

Example of Duties & Responsibilities

Safety & Security:

* Implements all safety directives for the Department of Transportation in a timely and accurate manner.

* Ensures the safety committee meets on a regular basis with WisDOT and FTA in accordance with applicable regulations and ensures committee recommendations are implemented.

* Conducts safety audits as required by FTA and WisDOT.

* Updates ASP and submits all required reports.

* Updates all CAPs and related data required by the WisDOT Program Standard.

* Ensures the accurate completion of all accident protocols per WisDOT Program Standards.

* Leads the Triennial audit process for the department and develops plans to implement any suggestions from WisDOT after the completion of the audit.

* Remains current with all necessary FTA and WisDOT certifications necessary for this position.

Mobility Program Management:

* Manages and evaluates the paratransit program and the services provided by the paratransit service provider.

* Manage and provide the supervision of paratransit services with the service provider.

* Review and process paratransit riders applications for accuracy.

* Determine eligibility of applicants for paratransit services.

* Manage all reports pertinent with WisDOT and Civil Rights on ADA.

* Facilitate all required surveys by WisDOT and FTA.

* Maintain program standards for the Civil Rights paraTransit program as required by FTA.

* Facilitates ridership training as appropriate.

Reports - NTD, Budgets, Trams, BlackCat:

* Ensures the preparation and completion of the monthly and yearly NTD reports

* Assists with the development and tracking of Transit Department budgets.

* Uses WisDOT BlackCat/New Financial System on a regular basis.

* Assists with searching for and completing various grant applications.

* Monitor and create monthly BlackCat/New Financial System reports.

* Update MPO with the required data and reports related to Transportation Improvement Plan & Risk ratio.

* Stays current with reports with WisDOT SSOA on safety and security requirements.

Training/Compliance and Coordination:

* Coordinates with WisDOT and FTA training programs for the department.

* Coordinates with the Kenosha Police and Fire Departments to complete the required annual training exercise.

* Ensures all bus operators and drivers receive all required training and are operating in accordance with FTA and WisDOT standards.

* Coordinate/participate with staff on operators annual recertification.

* Works with trainers to ensure new hires needing to obtain a commercial drivers license (CDL) receive proper CDL training. license.

* Coordinate onboarding training for new employees with Transit management and the Department of Human Resources.

* Facilitates readiness in operations training for new employees.

Requirements

Education, Training and Experience Requirements:

* Bachelor's degree in Business, Safety, Public Administration, transportation management, transportation systems engineering, or related field;

* Supplemented with a minimum of three (3) years experience with safety and mobility within a Transportation Department;

* Or an equivalent combination of experience and training, which provides the required knowledge, skills and abilities.

* Must be able to work evenings and weekends as needed as well as the ability to be on call on occasion.

* Possession of a valid commercial driver's license (CDL) with Class B and endorsements for Air Brake and Passenger operation by the completion of the probationary period.

* Good driving record at the time of hire and maintained throughout employment.

Knowledge, Skill and Ability Requirements:

* Knowledge of FTA and WisDOT regulations.

* Knowledge of transportation safety and mobility programs.

* Knowledge of paratransit programs.

* Knowledge of WisDOT and FTA audit & corrective action processes.

* Considerable skill in oral and written communication;

* Organizational management ability,

* Considerable skill in establishing and maintaining effective working relationships with staff government officials, community organizations and the general public;

* Initiative, tact, courtesy, good judgment and thoroughness;

* Ability to handle reasonable necessary stress.

Physical Requirements:

* Tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pound) items and occasionally very heavy (100 pounds or over) items.

* Tasks may involve the complex operation of gasoline, electric, or diesel-powered machinery or shop equipment requiring the manipulation of multiple controls, fine adjustments or both.

* Sensory Requirements:

* Tasks require color perception and discrimination.

* Tasks require sound perception and discrimination.

* Tasks require depth perception and discrimination.

* Tasks require texture perception and discrimination.

* Tasks require visual perception and discrimination.

* Tasks require oral communications ability.

Dental insurance is effective after the first of the month following 30 days of employment. There is no premium for this coverage.

We participate in the Wisconsin Retirement System (WRS). This is a pension plan. We match the employee contribution amount monthly for general employees. The current contribution rate for general and teacher employees can be found here.

Term group life insurance coverage is provided to employees who participate in the WRS through the Wisconsin Public Employers Group Life Insurance Program. The premium for Basic Plan coverage is paid by the City for active employees.

Employees may elect to defer part of their income into a 457(b) retirement plan through Mission Squared Retirement Corporation, Nationwide Retirement Solutions or the Wisconsin Deferred Compensation Program.

Employees enjoy numerous types of paid time off.

Employees earn up to 12 days of sick leave per year. Sick leave can be carried over year after year & never expires during employment.
