CITY OF EVANS JOB ANNOUNCEMENTJob Title:Safety & Risk Coordinator Department:HR/RMFLSA Status:Non-exemptDivision:Risk ManagementReports To:Safety & Risk Manager Classification:Part-time RegularRequisition:1605Hiring Range:$29.28-$35.14/hourOpening Date:Thursday, November 7, 2024Closing Date:Monday, January 10, 2025 NATURE OF WORK: The Safety & Risk Coordinator is under general supervision and performs administrative and technical work in the development, implementation, and coordination of the City's Emergency Management and Safety/Risk programs.ESSENTIAL DUTIES, KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to listen to, read, understand, and communicate the English language both orally and in writing so others can understand, such as correspondence, report writing, and emails.

  • Attends local, state and federally sponsored meetings, conferences, and workshops in the field of emergency management, risk, public safety and ADA.
  • Ability to effectively represent the City in meetings with professional organizations, other public agencies, and the public.
  • Skill in public speaking, including conducting effective presentations before City Council, employees, and other organizations.
  • As a member of the City of Evans team, employees are privileged to serve each other and the community; therefore, will be asked to perform additional duties as assigned.
Emergency Management
  • Updates the City Emergency Operations Plan and prepares it for consideration by the City Council.
  • Advises the City Manager or his designee on emergency management issues and local declarations of emergencies.
  • Works in conjunction with municipal departments, private industry, and non-governmental organizations on emergency preparedness; ensures proper coordination between departments and logistical needs are addressed.
  • Reviews, changes and/or develops current and new plans and procedures as needed.
  • Conducts regular all-hazard threat and vulnerability assessment for the purposes of emergency planning and funding procurement.
  • Coordinates the disaster damage assessment and recovery process along with other relevant City departments.
  • Maintains a current inventory of all available response assets in the jurisdiction and additional assets through MOU/MOAs, mutual aid, contracts, and private sources.
  • In cooperation with Public Works & Utilities staff and other agencies develops potential flood impact modeling. In cooperation with City GIS and other agencies provides mapping and illustrations.
  • In cooperation with City, Fire District, and other government agencies, prepares for response to all-hazards
  • Conducts after action reviews for all exercises and incidents.
  • Knowledge of emergency management methods and applications pertaining to disaster preparedness, response, recovery, and mitigation principles.
  • Skill in GPS and field data collection and knowledge of GPS principles and theory.
  • Ability to respond before, during, and after emergency incidents, which may involve working in inclement weather conditions.
Safety and Risk
  • Assist with safety training and annual tracking in the HRIS system.
  • Maintains City ICS training systems and related exercises.
  • In cooperation with City departments, organizes disaster drills.
  • Assist with proactively identifying, eliminating, and mitigating risks to the city.
  • Assist with claims management.
ADA Coordination
  • Assist with interpreting and applying federal and state laws regarding compliance with the Americans with Disabilities (ADA) Act, Sections 503 and 504 of the Rehabilitation Act of 1973, and other federal and state laws and regulations pertaining to persons with disabilities.
  • In cooperation with City departments update and maintain the City's ADA Transition Plan and ongoing self-evaluation for meeting the ADA needs of our community.
  • Maintain our adopted and published complaint or grievance procedure that members of the public can use.
  • Investigate and quickly resolve all complaints received about the public entity's failure to comply with its Title II responsibilities.
  • Provide information about accessible programs and services.
EDUCATION, EXPERIENCE, AND LICENSURERequired:
  • Bachelor's degree in emergency management, Risk Management, Safety, Public Administration, or related field.
  • One year of experience in Emergency Management, Risk Management, Occupational Safety or related field.
  • Valid Colorado Driver's License or ability to obtain within six months of hire.
  • Certificates in NIMS ICS 100-400, 700 and 800 or ability to obtain within one year of hire.
  • Equivalent combinations of education and experience may be considered.
Preferred:
  • Bilingual in English and Spanish.
  • Experience in public/municipal sector.
  • Certified Emergency Manager (CEM), ADA Coordinator, and/or BCSP credentials.
