**Description**

**PURPOSE OF POSITION:**

Under the general direction of the Director Safety & Physical Security or designee, assists with the development, administration, coordination, and implementation of City Utilities (CU) multiple safety and health programs (in all commodities: Gas, Water, Electric, Power Generation, Telecommunications, SpringNet, and Transit and Fleet Management), including related training activities. Assists with administration and coordination of workers compensation programs.

**_Safety Specialist I and II:_**

1. Coordinates and administers the identification and analysis of loss exposure to CU employees and property and to the general public.

2. Coordinates and administers the comprehensive loss control program and safety observation program to prevent or reduce injury and loss to CU employees and property and to the general public.

3. Promotes safety awareness for the purpose of reducing injury to CU employees and property and to the general public.

4. Assists with administering workers compensation program, including directing and authorizing care, working closely with the Workers Compensation TPA.

5. May coordinate light duty assignments with affected department management.

6. Drafts and prepares recurring statistical reports including Quarterly Safety Reports, Vehicle Accident Reports, Utility Damage Reports, Departmental Injury Reports, and maintains records related to workers compensation claims.

7. Responds to emergency calls such as serious accidents and injuries, Haz-Mat incidents, environmental monitoring, or other situations where a safety representative is needed. Conducts vehicle and equipment damage investigations when needed.

8. Conducts and/or assists with safety investigations within CU departments when needed.

9. Performs scheduled and unscheduled inspections of work sites, structures, equipment, and tools to identify safety discrepancies. Consults with safety committees, supervisors, and other employees as may be necessary to assist in the resolution of safety problems and the abatement of hazards.

10. Performs necessary environmental monitoring and interpretation of results and prescribes necessary work practices or corrective actions.

11. Performs other related duties as required or assigned by management.

**_Safety Specialist II:_**

_**The Safety Specialist II assumes greater responsibility and accountability for the Safety Specialist I job functions._

**QUALIFICATIONS:**

**Education and Experience:**

**_Safety Specialist I and II:_**

Bachelors degree in Safety Management, Industrial Hygiene, or related field is required. Exceptional experience in safety and health, may be considered in lieu of a college degree on a year-for-year basis. Masters degree may be considered in lieu of one year of the experience requirement. Experience in utility safety and health programs is preferred. Knowledge and experience in Workers Compensation processes and procedures is preferred.

**_Safety Specialist I:_**

Minimum of two or more years recent experience related to safety and/or health programs, or safety training is required.

**_Safety Specialist II:_**

Minimum of five or more years recent experience related to safety and/or health programs, or safety training is required.

**Licensing/Certification:**

**_Safety Specialist I and II:_**

* Certified Utility Safety Professional (CUSP), Construction Health and Safety Technician (CHST), Associate Safety Professional (ASP), or similar Safety Certification is preferred.

* Valid Missouri drivers license (minimum Class F) required.

**_Safety Specialist II:_**

* Must have the ability to obtain a safety certification mentioned above within three years of employment is required.

o Safety and industrial hygiene issues.

**Safety Sensitive Position:**

A safety-sensitive position involves the performance of duties which may have a direct and immediate impact on the safety of the public and other public employees. This is a safety sensitive position.

**Physical Requirements:**

Must be able to visit construction and industrial work sites which may include climbing into and out of equipment and pits, climbing stairs to multiple elevations, walking on uneven surfaces, and walking and working on wet or muddy surfaces and surfaces with construction debris. Must be able to remain calm, confident, and knowledgeable in a crisis situation. Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer. Work within the rated capacity of the Utilitys aerial lifts, ladders, fall restraint devices, and/or other related equipment.

**Working Conditions:**

Duties are performed in both an office environment and outside on construction sites in all weather conditions. Must be available to respond to after hours in emergencies.

**Miscellaneous Requirements:**

* Required to wear uniform clothing provided by City Utilities, including flame retardant/arc rated clothing. Management retains the right to require replacement due to wear or staining.

* Must wear appropriate Personal Protective Equipment.

* Employee must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.

* Must be able to work successfully with diverse groups of people.

**TESTING:**

Testing may be required.
