This Human Resources Technician III serves as the Salary Administration Specialist and Assistant Manager of the Raleigh Regional Employment Office (RREO) located in Raleigh, NC (Wake County).
Specific duties include the following:
* Demonstrated knowledge and experience with salary administration in NC State Government.
* Considerable knowledge of state personnel policies and procedures related to employment and salary administration, office operations and supervising staff in the absence of the manager.
* Salary administration for a wide variety of position classifications, including certified and non-certified Adult Correction positions. Serves as the primary contact regarding employment and salary administration.
* Ensures that selected candidates meet all minimum recruitment standards as set forth by the Office of State Human Resources, Department of Adult Correction, and NC Criminal Justice Education and Training Standards Commission, as applicable.
* Demonstrated knowledge and experience with using the Office of State Controller (OSC) Integrated Human Resources Payroll System (formerly BEACON) to include report generation.
This position serves as the final approval authority for hiring requests within the assigned service area for various job classifications. Approves hiring requests according to applicable policies, ensuring that employees are paid relative to their training and experience and the salary considerations are equitable with appropriate comparable employees. Technical reviews of hiring decisions are conducted by this position to ensure policy compliance, accuracy, and completeness of all required documentation.
Generates various reports, initiates, and approves personnel transactions in the Office of the State Controller (OSC) Integrated Human Resources Payroll System (formerly BEACON). This position works independently and must have good judgment and decision-making capabilities. Responsible for high volume workload and must meet deadlines to ensure critical vacancies are filled in a timely manner with qualified employees.
This is a full-time position (40 hours per week) with State Benefits. Normal business hours are 8:00 AM - 5:00 PM. Must be able to travel overnight and work overtime as needed.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
* Extensive experience using a Human Resources Information System (HRIS) such as BEACON/Fiori
* Considerable knowledge of personnel policies and procedures related to employment and salary administration.
* Experience working in an assistant manager or lead worker role that includes planning and organizing workloads under strict deadlines.
* Extensive working knowledge of auditing and troubleshooting monthly payroll reports.
* Experience communicating human resources policy information to staff and/or customer.
Must have a valid driver's license.
Management Preferences (preferred but not required):
* Considerable knowledge of state personnel policies and procedures related to employment and salary administration.
* Extensive experience using a HR Payroll System to view, enter, and maintain employee data such as North Carolina's OSC Integrated Human Resources Payroll Information System Human Resources Information System Fiori (formerly known as BEACON).
* Extensive knowledge of North Carolina's Office of Human Resources hiring policy and procedures.
* Demonstrated knowledge and experience with using the Office of State Controller (OSC) Integrated Human Resources Payroll System (formerly BEACON) to include report generation.
* Demonstrated knowledge and experience with salary administration in NC State Government.
