DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for performing professional sanitary engineering work in the operation and maintenance of county wastewater treatment plants, the sanitary/combined sewer collection system (including pump stations), industrial waste pretreatment and water quality monitoring. An employee in this class is responsible for the application of engineering skills and knowledge to sanitary engineering projects. The employee is expected to assist the Sanitary Engineer III in establishing, operating and maintaining an effective program of wastewater collection and treatment, industrial wastewater pretreatment and green engineering principles within a county-wide wastewater treatment district. Supervision is exercised over subordinate sanitary engineers and, dependent upon assignment, wastewater technicians. Work is assigned by general instruction and it is left to the employee's initiative and judgment to implement the assignment. Assignments are checked through review by the Sanitary Engineer III and/or administrative supervisors. Certain assignments made to an employee in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. Does related work as required.

TYPICAL WORK ACTIVITIES

Assists with the implementation of process control procedures for efficient operation of county wastewater treatment plants.

Assists in the administration of federal and state regulatory program requirements for the operation and maintenance of county wastewater treatment plants, including the collection system and all its appurtenances.

Assists the Sanitary Engineer III as a technical consultant in the operation and maintenance of wastewater treatment plants and collection system.

Assists in the implementation of water quality monitoring programs.

Assists in the administration of the industrial wastewater pretreatment program including site inspection and permit issuance.

Coordinates with various department sections activities supporting the day-to-day operation of wastewater treatment plants and the collection system.

Prepares comments and submits data relative to the State Pollutant Discharge Elimination System and the collection system Quarterly Performance Reports.

Supervises subordinate sanitary engineers and associated staff.

Works in cooperation with other department personnel on special projects and reports as required.

Analyses problems and develops engineering reports, including tables of data in an organized manner.

Schedules and supervises field sampling and data collection efforts.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices and techniques of sanitary engineering.

Thorough knowledge of the design and construction of public wastewater treatment facilities including the collection system and its appurtenances.

Thorough knowledge of modern development, current literature and sources of information regarding the sanitary engineering field.

Thorough knowledge of federal and state rules and regulations relative to water pollution control activities.

Thorough knowledge of the principles and practices of industrial waste monitoring and pretreatment.

Working knowledge of personal computer systems.

Ability to make difficult technical computations and to compile engineering data from raw figures and analyze the results.

Ability to make accurate evaluations of plant efficiency and analysis of varied sources.

Ability to supervise the work of others.

Ability to communicate effectively both orally and in writing and to prepare technical reports.

MINIMUM QUALIFICATIONS

Promotion

One (1) year of permanent competitive class status in the title of Sanitary Engineer I.

Open Competitive:

* Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in chemical, civil, sanitary or environmental engineering and two (2) years of professional level engineering work experience, or its part-time equivalent related to wastewater treatment or water pollution control; or,

B. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in chemistry, biology, physics, environmental science or environmental studies and three (3) years of technical or professional level engineering work experience or its part-time equivalent related to wastewater treatment or water pollution control, two (2) years of which must have been in a professional level capacity in engineering related to wastewater treatment or water pollution control; or,

C. An equivalent combination of training and experience as defined by the limits of (A) and (B).

NOTE: Graduation from a regionally accredited college or university of one accredited by the New York State Board of Regents to grant degrees with a master's degree in engineering and/or science may be substituted for work experience as follows:

Thirty (30) semester credit hours equals one (1) year of work experience.

Sixty (60) semester credit hours equals two (2) years of work experience.
