FLSA Status: Full Time HourlySUPERVISIONSupervision Received: Works under the supervision of the Sanitation Superintendent.Supervision Given: None.DESCRIPTIONAn incumbent in this position will perform a variety of duties, both office/clerical and manual labor, in the daily operations of the Sanitation Division within the Department of Public Works. They will monitor, inspect, maintain, and enforce the solid waste collection programs/routes/systems of Pontiac. They will drive daily waste collection routes ensuring contractors have fulfilled their obligations, and residents are adhering to all applicable sanitation ordinances. They will document their findings via written reports and photographs, and issue citations for violations. The incumbent will pick up uncollected waste items, as well as garbage in the right-of-way, streets, city properties, and other assigned areas, as well as assisting with site and emergency clean ups.JOB ENVIRONMENT
  • The environment for this position is a mix of time outdoors in various weather conditions and various office duties at City Hall.
  • Operates PC-based computer systems and other office equipment.
  • Errors could result in the disruption to sanitary services, or regulatory noncompliance resulting in legal consequences to the City including fines.
  • The noise level is occasionally high, with noises from traffic, vehicles, pedestrians and other commotions.
ESSENTIAL FUNCTIONSThe essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed.   • Driving daily trash routes and responding to trash, bulk, and yard waste issues and emergencies.
  • Collect and clean up solid waste items in right of way and other assigned locations.
  • Investigate and respond to issues and complaints from constituents.
  • Monitors contractors and their assigned/contracted duties ensuring contract adherence, work quality, and full timely completion of services.
  • Monitor and maintain compliance, operations, grounds, and contractor activities at landfill and transfer station.
  • Assist in annual Sanitation audit.
  • Issues sanitation tickets in accordance with city ordinances.
  • Complete assigned work orders.
  • Build positive and professional relationships with co-workers, contractors and vendors.
  • Monitor the City's solid waste management program and those environmental protection activities which fall under the jurisdiction of the Sanitation Division.
  • Answers questions and responds to complaints from citizens, and commercial/industrial firms regarding waste collection, waste disposal, and environmental protection practices and procedures.
  • Gather information, record, and summarize data, prepare reports, and inform/present findings to DPW management.
  • Advise contractors and homeowners of pertinent codes, regulations, ordinances, standards, fees and specifications applicable to sanitation.
  • Organize, file and record documents/items as assigned.
  • Prepare correspondence and reports.
QUALIFICATIONS
  • Graduation from an accredited high school.
  • An incumbent in this position must possess and maintain a valid Michigan driver's license with a good driving record.
  • An incumbent in this position must pass a background check and drug screening.
  • Ability to deliver results, set high standards for quality, quantity, and timelines while focusing on customer needs and satisfaction.
  • Must be thorough when performing work and conscientious about attention to detail and time management.
  • Familiarity with organizational structure and operations of the City.
  • Ability to understand, speak and write in the English language.
  • Read and interpret documents and write routine reports and correspondence.
  • Ability to speak effectively before a group of persons.
  • Work both independently and cooperatively.
  • Exercise professional judgement and maintain confidentiality when necessary.
  • Ability to make executive support decisions that align with the overall mission of the department.
  • Ability to maintain composure during stressful situations.
  • Efficiently handle multiple tasks requiring a high degree of attention to detail.
  • Computer skills that encompass effective use of word processing, spreadsheet, email and internet browser software.
  • Digital photography skills that encompass taking, uploading, saving and formatting digital photos.

While performing the duties of this job, the employee is regularly required to sit, stand, climb, and crouch. Able to operate passenger car/truck or medium duty truck for the entirety of a work shift. Must regularly lift and or move items weighing 50 pounds and occasionally lift or move items up to 75 pounds. Be able to clearly hear constituents when speaking in person or on the telephone.
