This position involves advanced technical services work of a supervisory nature. The role primarily revolves around overseeing and directing the scientific evaluation, identification, and classification of fingerprints, as well as the evaluation and interpretation of legal documents to establish, maintain, and disseminate Criminal History Record information and the Maine Sex Offender Registry. The work is performed under limited supervision and includes various responsibilities such as training and reviewing employees' work, setting daily priorities and employee assignments based on workload, providing technical assistance to employees, maintaining time and leave records, establishing unit priorities, procedures, and quality assurance mechanisms, serving as a contact between the user community and SBI (State Bureau of Investigation), and all other Bureau duties determined by management.
To successfully perform the work assigned, the ideal candidate should possess the following knowledge, skills, and abilities:
+ Knowledge of applicable laws, rules, regulations, policies, procedures, terminology, and core operations.
+ Knowledge of the use, selection, and capabilities of highly technological, specialized equipment.
+ Knowledge of advanced fingerprints and all other identification systems for classification, filing, and processing procedures.
+ Knowledge of securing, identifying, numbering, filing, and retrieving criminal records and documents.
+ Ability to select, train, coach, appraise, and direct the work of subordinate staff.
+ Ability to interpret difficult fingerprints and all other identification systems' patterns having ill-defined distinguishing characteristics.
+ Ability to understand the implications of new information and to problem-solve effectively.
+ Ability to use logic, discretion, and judgment in differing situations and to maintain calm and in control in a stressful environment.
+ Ability to develop unit goals and objectives and to make recommendations regarding unit expenditures.
+ Ability to develop, review, and modify office procedures for maximum efficiency.
+ Ability to identify and assess training needs and to plan programs and written materials for many varied user groups and the ability to provide information of all areas under the SBI purview, constructively, and concisely to trainees, peers, supervisors, subordinates, and the public.
+ Ability to apply to non-routine individual cases an explanation and interpretation of applicable rules, regulations, policies, procedures, codes, and/or documentation requirements and to testify in legal proceedings with clarity and expertise.
+ Ability to analyze legal information and develop accurate and concise CHRI.
+ Ability to communicate effectively orally and in writing.
+ Ability to understand and apply procedural instructions.
+ Ability to operate modern office equipment.
Minimum qualifications:
Four (4) years experience and training in fingerprint classification and Criminal History Record Information (CHRI) processing, or a four (4) year combination of education, training, and/or experience in a criminal justice related field of which two (2) years must have been in a supervisory capacity.
