Global Science & Technology, Inc. (GST) is seeking an experienced individual to join our team supporting the National Environmental Satellite, Data, and Information Service (NESDIS). We are seeking an individual to serve as an advisor and analyst related to satellite applications and products. The individual must be a team player and function well working across multiple areas and on a variety of tasks. The candidate must have a background in both science and project management and preferably experience with federal science agency operations and strategic planning.
This position is located in Silver Spring, MD, but is approved for a hybrid model of onsite and telework.
Position Summary:
The Science Program Consultant will support NOAA in its efforts on various projects, in particular, gathering and documenting, validating, and communicating satellite products baseline requirements. The individual will assist in managing a project that aligns satellite product descriptions with established and evolving requirements and be capable of offering expert quality assurance reviews of both process and project documentation. The individual will also be responsible for communicating with colleagues across NESDIS to track organizational commitments for satellite product delivery. In addition will also shepherd a product plan that establishes priorities and catalogs satellite algorithms, their details, and requirements.
Must possess a strong background in remote sensing and particular familiarity with satellite products and services; preferably have some expertise in atmospheric science. Must be a strategic thinker with excellent skills in planning and documenting technical issues, analytical, and a problem solver. The person must be comfortable working independently, including being a self-starter absent constant oversight, and good at collaborating with other people who need their input included in processes and documentation.

* Smartsheet experience is a plus.
* An understanding of government strategic planning processes is a significant plus.

Required Education/Experience/Skills:
* Requires a Bachelor's Degree in Environmental Science and/or Policy. Atmospheric Science, Oceanography, Space Weather, and Remote Sensing -- are the preferred fields of study, but other fields will be considered that are relevant to synthesizing information, such as Systems Engineering.
* A minimum of 16 years experience and possess a Bachelor's of Science, preferably a Master's or PhD.
* Knowledge of basic statistical analysis techniques, process improvement best practices, Agile management techniques, database structure and query fundamentals, and the Google Suite will be helpful in the success of this role.
