*POSITIONS ARE CONTINGENT UPON CONTRACT AWARD & LOCATIONS MAY VARY*JOB SUMMARY/OBJECTIVE:The Science and Technology Operations Manager assumes responsibility for overseeing the contracted logistics support and management of the National Guard's (NG) CBRN Response Enterprise (CRE) technical equipment portfolio.This role ensures optimal efficiency and effectiveness in CRE operations, maintenance, and support activities, that are essential for delivering mission-critical capability and maintaining a high state of readiness. This position entails close collaboration with external Department of Defense (DoD) organizations and civilian manufacturers to administer the lifecycle support plan and all other logistical activities effectively. Success in this role hinges on the Manager's ability to collaborate seamlessly with supply chain, scheduling, and logistics leadership, ensuring the delivery of critical support services and maintaining exceptional quality standards. PRIMARY RESPONSIBILITIES:
  • Oversee logistics support and management of the National Guard's CBRN Response Enterprise (CRE) technical equipment portfolio.
  • Coordinate with suppliers and vendors to procure necessary equipment and materials, ensuring timely delivery and adherence to budgetary constraints.
  • Establish and maintain relationships with external stakeholders, including Department of Defense (DoD) and civilian manufacturers, to facilitate effective collaboration and resource sharing.
  • Conduct regular audits and inspections of equipment inventory to ensure accuracy, completeness, and compliance with regulatory requirements and mission operations.
  • Coordinate with cross-functional teams to optimize equipment deployment and utilization, ensuring readiness for mission-critical operations.
  • Prepare and submit reports, documentation, and proposals related to equipment inventory, maintenance activities, and logistics operations, as required.
  • Ensure the effectiveness and efficiency of CRE operations, maintenance, and support activities to deliver mission-critical capability.
  • Establish contingency plans and response protocols to ensure rapid and effective deployment of CRE resources in crisis situations.
  • Monitor and analyze performance metrics, trends, and feedback related to CRE operations, maintenance, and support activities, and develop action plans to address identified issues and enhance effectiveness.
  • Maintain documentation and records related to CRE operations, maintenance, and support activities, including equipment inventories, maintenance logs, and compliance reports, to ensure transparency, accountability, and regulatory compliance.
  • Engage in strategic partnerships with external stakeholders to oversee the administration of contract lifecycle support plans.
  • Oversee the implementation of contracted services and deliverables, monitoring performance against established metrics and milestones, and ensuring compliance with contractual obligations.
  • Address any issues or challenges that arise during the contract lifecycle, such as delays, quality concerns, and work with stakeholders to develop solutions and mitigate risks.
  • Liaise between the NG J34 and the Joint Program Executive Office (JPEO) to administer engineering change proposals for force modernization initiatives within the analytical library, ensuring seamless integration and utilization of advanced technologies within the technology portfolio.
  • Ensure alignment with National Guard (NG) Civil Support Team (CST) laboratory procedures and quality protocols.
  • Oversee the procurement, storage, distribution, and maintenance of diverse types of equipment to support mission-critical operations.
  • All other duties as assigned.
MINIMUM QUALIFICATIONS:
  • Strong analytical, communication, and interpersonal skills.
  • Knowledge of National Guard operations and DoD protocols.
  • Strong understanding of contract management principles and practices, including experience in administering contract lifecycle support plans.
  • Excellent communication, negotiation, and interpersonal skills, with the ability to effectively collaborate with internal and external stakeholders.
  • Proficiency in project management methodologies and tools, with a track record of successfully leading complex initiatives from planning to implementation.
  • Strong analytical and problem-solving skills, with the ability to identify issues, develop solutions, and make informed decisions.
  • Understanding of CBRN response protocols, procedures, and equipment.
  • Knowledge of military logistics systems, processes, and regulations, with a focus on readiness and preparedness for CBRN incidents.
  • Proficient in systems engineering and configuration management.
  • Demonstrated leadership abilities, with a commitment to fostering a collaborative and inclusive work environment.
  • Ability to obtain and maintain Secret security clearance.

REQUIRED EDUCATIONS & EXPERIENCE:
  • Non-Military Personnel:
  • Bachelor's degree in business administration, operations management, supply chain management, logistics management or related field.
  • Minimum of seven (7) years' experience in business administration, operations management, supply chain management or related field.
  • Prior Military Personnel:
  • Senior Non-Commissioned Officer (NCO) with a minimum eight (8) years' experience, or
    • Company Grade Officer with minimum of three (3) years' experience in related field.
  • Demonstrated experience in logistics support, technical equipment management, or related field.
  • Proven experience in contract administration, logistics management, and project execution.
  • Experience in coordinating and managing logistics support for emergency response operations including procurement, inventory management, and distribution of specialized equipment and resources.
PREFERRED:
  • Non-Military Personnel:
  • Master's degree in business administration, operations management, supply chain management, or related field.
  • Minimum of ten (10) years' experience related to business administration, operations management, supply chain management, logistics management, or related field.
  • Prior Military Personnel:
  • Senior Non-Commissioned Officer (NCO) with a minimum fifteen (15) years' experience in related field, or
    • Company Grade Officer with minimum of five (5) years' experience in related field.

PHYSICAL REQUIREMENTS:
  • Ability to lift and carry heavy objects, equipment, or supplies as needed during logistical operations, potentially involving loading, and unloading trucks or containers.
  • Adequate vision and hearing to accurately identify equipment, interpret labels and inventory lists, and communicate clearly with team members and stakeholders.
  • Ability to withstand long hours of standing or walking, potentially in a fast-paced and demanding environment, and to perform job duties safely and effectively.
  • Working in environments that may include exposure to noise, vibrations, chemicals, or additional hazards, requiring adherence to safety protocols and personal protective equipment (PPE).
  • Flexibility to work a rotating schedule as needed in the event of contingencies or as directed by management.
