INTRODUCTION OF THE POST
The Executive Directorate Partnerships and Planning (EDPP) is responsible for overseeing the strategic development of the Organization. Also, under the leadership of the Secretary General, EDPP is to establish and sustain high-level political outreach with INTERPOL member countries, key regional and international organizations, and major strategic multilateral platforms, as well as to oversee the development of partnerships where appropriate with the private sector.
The Directorate Planning and Development (PLD) reports to the EDPP, working in close coordination with the Strategic Management teams of INTERPOL. The Directorate is responsible for defining, together with the INTERPOL leadership, the strategy of the Organization, preparing the annual business plans, reporting on their implementation, and aligning the activities and the project portfolio with the strategic priorities..
Under the supervision of the Director Planning and Development, the incumbent will be in charge of managing a team of experts in order to facilitate the Strategic Planning Cycle of the Organization, and the structured reporting to management and governing bodies such as the Executive Committee (EC) and the General Assembly (GA). He/she will also develop and refine instruments such as Business Intelligence Tools and provide advice to INTERPOL units in developing strategies and business plans. He/she will monitor implementation plans ensuring alignment with the Organization's strategic framework.
The incumbent is required to interact with internal units and managers across different levels and to represent the Organization at external high-level official meetings. He/she must have excellent knowledge of the files to be discussed or presented, and be able to manage and account for resources used. When making decisions, the incumbent may be required to commit the Organization vis--vis external partners. He/she prepares high level strategic business proposals for senior management.
The high level of complexity and responsibilities of the function particularly resides in the harmonization of multiple strategies in the Organization (including regional strategies in collaboration with appropriate stakeholders like the Directorate Global Outreach & Regional Support (GORS), the Regional Bureaus (RBs) & the National Central Bureaus (NCBs)) and in the provision of a full range of reporting to different audiences (including the Senior Management, the EC and the GA).
PRINCIPAL DUTIES AND ACTIVITIES
DUTY 1
* Design and constantly review the global planning standards of the Organization.
* Oversee and facilitate the Strategic Planning Cycle of the organization, including the regular review and further development of the Strategic Framework. This includes the facilitation of the annual work plans of the organization and the preparation of the Programme of Activities.
DUTY 2
* Provide active support to regional, organizational and crime related strategy development and ensure its alignment with the overall strategy standards and the Strategic Framework of the Organization and in collaboration with external partners where relevant.
* Harmonize all the strategies in the Organization, including regional strategies in collaboration with the different regions and involved stakeholders (Directorate GORS, NCBs, RBs, etc.), and make sure that the strategies are coherent with the approved INTERPOL strategic direction and crime programme and policing capabilities strategies.
DUTY 3
* Plan, implement and constantly monitor the Organization's activities according to agreed work plans, strategies and implementation plans, using and developing required tools and services to optimize organizational performance.
* Ensure regular complex and multiple reporting on the state of play of the implementation of the organization's workplans to different target audiences such as Senior Management, the EC and the GA, and including an important range of other reporting as well.
* Prepare the year-end report on the implementation of the INTERPOL Annual Programme of Activities.
DUTY 4
* Represent the Organization in order to achieve the SBP mandate, including in collaboration with entities working on regional strategies (Directorate GORS, NCBs, RBs, etc.) and with external partners to harmonize strategic development where relevant.
DUTY 5
* Assist senior management in the definition and design of work processes in relation to strategic planning and business planning and reporting, its review and its constant improvement in order to enhance service and performance efficiency.
DUTY 6
* Manage the Sub-directorate, coordinate and check the work of the Sub-directorate's staff members.
* Assist the team when problems arise.
* Draw up and manage the budget of the Sub-directorate.
* Act on behalf of the Director PLD on a regular basis.
DUTY 7
* Perform any other duties as required by the hierarchy.
REQUIREMENTS

TRAINING/EDUCATION REQUIRED
* At least five years' University education in a relevant area.
EXPERIENCE REQUIRED
* Minimum of 10 years' experience in the area of Policy Analysis, Strategic and Business Planning, Organisational Governance, Business Development or Business Intelligence are required.
* Proven experience in the management of teams.
LANGUAGES
* Fluency in English. Proficiency in a second official working language of the Organization (Arabic, French or Spanish) would be an additional asset.
SPECIFIC SKILLS REQUIRED
* Strong communication skills, both in written and oral form (public speaking and delivery of presentations).
* Experience in working with computers including knowledge of oral presentations software, business intelligence and word processing software.
* Leadership skills.

WORKING CONDITIONS
* Remuneration: INTERPOL does not pay salary to seconded officials. Depending on the nationality of official, an expatriation allowance may be paid for a maximum period of six years. * The incumbent will be occasionally required to work irregular hours or overtime based upon workload.
* This post requires occasional travel on missions, sometimes of a long duration and at a short notice.
