Job DescriptionGENERAL DESCRIPTION: The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed including extended work hours.The Section Chief, Grant Production under general direction, plans, manages, and supervises the day-to-day activities of the Grant Production Section which includes oversight and management of the TDEM Grants Management System (GMS), Federal Emergency Management Agency (FEMA) GO, FEMA Grants Portal, National Emergency Management Information System (NEMIS), and other partner grant management systems. Serves as the central coordination point for grant related standards, processes, reporting and analytics. This position coordinates with required staff and local partners for subject matter guidance. Responsible for ensuring TDEM's GMS and other financial systems comply with auditing capabilities and internal controls guidelines to include access control procedures, training on system usage, managing and monitoring workflow processes. The Section Chief, Grant Production coordinates with grant program leadership for implementing new enhancements and coordinates with system vendors as needed. This position serves as the operational TDEM representative and liaison to TDEM's grant management system contractor.This position reports to the Division Chief, Quality Assurance and Grant Production.
*Salary is a fixed rate. This position is considered at-will status and serves at the discretion of the head of the agency.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:- Oversees the lifecycle of disaster relief grants, awarding funds, monitoring project progress, ensuring compliance with FEMA regulations, and providing technical assistance to state and local governments applying for disaster recovery funding, adhering to budget constraints, managing project timelines, reviewing financial reports, and resolving compliance issues which may arise.
- Manages and processes grant applications for disaster relief funding under FEMA's Public Assistance program, which involves tasks like assessing damage, verifying eligibility, developing project scopes, and ensuring compliance with FEMA regulations to distribute funds to affected communities after a declared disaster.
- Develops, revises, implements, and monitors compliance of the division's Grant Management System policies and procedures to ensure integrity for internal and external audits; including collaboration with a broad range of entities including local, state, and federal agencies, organizations, private industry, military forces, volunteer organizations and others.
- Collaborates with TDEM information technology (IT), TAMUS (Texas A&M University System) IT and other member departments to include TAMUS System IT vendors to leverage technology and lead process improvement initiatives.
- Provides guidance and determines processes for TDEM's Grant Management System and other partner grant management systems.
- Serves as the point of contact for the Grant Management System Advisory Committee.
- Provides guidance and coordinates with headquarters and regional staff, state, local government, and other officials to ensure correct interpretations and implementation of federal/state rules and regulations.
- Manages the development, system maintenance schedule, and execution of grant related dashboards, reports, and documents.
- Actively manages and develops staff to meet initiatives, evaluations, coaching, trains, and conducts performance evaluations and develops individual work plans and expectations within the assigned grant management section.
- May serve as the backup to the Division Chief, Quality Assurance and Grant Production.
- Communicates and interacts with representatives of other state agencies, federal agencies, and local governments to exchange information regarding the grants management system and other partner systems.
- Monitors and evaluates policies and procedures and monitors compliance with such policies and procedures related to grant management systems and training.
- Travels throughout the state to assist in the coordination of federal programs with regional staff, local governments, state and federal agencies, volunteer groups, businesses, and industry.
- Represents TDEM in workshops, working groups, conferences, and other forms.
- May support emergency operations in the State Operations Center (SOC) or other locations as assigned.
- Maintains a regular course of attendance during authorized work schedule and work extended hours when needed.
- Face-to-face and person-to-person interactions are required.
- Ability to travel (25%).
- Performs related work as assigned.

MINIMUM QUALIFICATIONS: Education - Bachelor's degree in an applicable field or equivalent combination of education and experience.
Experience - Ten (10) years of progressively relevant experience working with grants, metropolitan or state sector organizations, military organizations, or large-scale industrial organizations, of which three (3) years or more in a management or leadership role.
Preferred Qualifications:- Master's degree in applicable field.
- Certification as a Certified Emergency Manager (CEM) by the International Association of Emergency Managers (IAEM), Project Management Professional (PMP), Grant Professional Certification (GPC) and/or other professional credentials related to hazard mitigation.
- Experience in working with FEMA's NEMIS, FEMA's Grants Portal, and FEMA GO.
*Additional work experience of the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.
KNOWLEDGE, SKILLS, AND ABILITIES: - Working knowledge of applicable local, state, and federal laws and regulations relevant to grant activities and business functions; and the principles and practices of grant management full life cycle.
- Knowledge of FEMA Public Assistance and hazard mitigation grant programs to interact with applicants and federal agency representatives.
- Working knowledge of principles in grant writing, grant management development and of quality assurance procedures to ensure that data is correct, full, and consistent.
- Working knowledge of practices of grant administration, including funding sources, administrative requirements, cost principles and state and federal regulations. Strong supervisory/leadership skillset and organizational skills including project management.
- Strong leadership skills.
- Skilled in establishing plans to create a structured roadmap for identifying, applying for, and managing grants, including defining clear goals, timelines, budget allocations, project activities, and accountability measures for each grant opportunity an organization pursues, outlining the strategy for securing funding from various grant sources.
- Strong written and oral communication and interpersonal skills.
- Skilled in problem solving, strategic thinking and time management to meet all deadlines.
- Proficiency in MS Office and other common software and web-based systems.
- Proficiency in the utilization of data visualization software.
- Proficiency using the TDEM Grants Management System (GMS) and other similar software systems.
- Ability to create, implement, monitor, and complete applicable performance measures.
- Ability to work with short timelines and address issues urgently and effectively.
- Ability to anticipate and identify issues including bringing issues to resolution.
- Ability to work extended or non-traditional hours such as evenings, weekends, special events, etc.
REGISTRATION, CERTIFICATION OR LICENSURE:Complete and obtain certification in IS-100, IS-200, IS-300, IS- 700, IS-701, and IS-800 within six (6) months of employment.
