Serves as the Hospital's Safety and Security Director for NVMHI. Must plan, organize and control the safety and security operations of a behavioral health hospital, grounds of approximately 10.4 acres and 99,594 sq. feet. Responsible for development, implementation and enforcement of policies and procedures for Safety and Security Department. Leads and directs the work of officers and emergency response teams. Performs duties under guidance and supervision of the COO or designation and in accordance with policies and procedures as well as guidelines set forth in the Virginia Public Procurement, Agency Procurement and Surplus Property Manual, the Agency Procurement Plan, and Executive Order 33 (2006).' Provides safe and secure environment for clients, staff, and visitors. Provides coverage 24 hours daily via duty shifts. Provides first response to behavioral health emergencies and facility emergencies. Stabilized emergency scenes pending the arrival of law enforcement, fire/rescue, called back maintenance staff, and/or called in 24-hour vendors (alarm technicians, plumbers, etc.). Competencies requirements •Required knowledge of: security management practices, procedures, and programs; laws, regulations, codes, policies related to security. •Ability to administer policies and procedures for the proper operation of a secured facility; to enforce regulations; and to plan, assign, and/or supervise the work of others; perform confidential administrative and facility activities; communicate effectively, orally and in writing; ability to deal with people in a manner which shows sensitivity, tact, and professionalism. Progressively responsible forensic mental health, corrections or law enforcement experience, including extensive supervisory Demonstrated ability to resolve conflicts satisfactorily within a potentially hostile environment, to conduct detailed security analyses and prescribe appropriate action to enhance security operations, to plan and manage the work of staff, to communicate effectively orally and in writing. •Ability to train, coach and mentor staff in emergency response de-escalation techniques, least restrictive approach, safety and proactive decision making in relation to behavioral health emergencies. •Demonstrated ability to be an effective team member, interacts with multiple disciplines, and performs supervisory functions. •Thorough knowledge of electronic surveillance and detection systems and access control systems and more. •Ability to author, manage the development and implementation of policies, standards, guidelines and procedures to ensure ongoing maintenance and enhancement of security. •Oversees routine procedures and emergency response planning. •Ability to create and effectively manage the budget for the security department. •Maintains competency in human rights regulations. •Knowledge of Virginia Criminal Code and ability to investigate potential violations. Ability to prepare concise and thorough reports and effectively present to external stakeholders (i.e., Commonwealth's Attorney).
