AKRON METROPOLITAN HOUSING AUTHORITYJob Title: Self-Sufficiency Initiatives ManagerReports to: Resident Services Senior ManagerDepartment: Resident ServicesFLSA Status: Exempt Minimum: $53,700 - Salary is based on background, experience, and education. General Purpose:The primary purpose of this position is to support the Resident Services Director, Assistant Director, and Senior Manager as well as the mission of the Akron Metropolitan Housing Authority (AMHA) by overseeing the planning, implementation, and operation of Self-Sufficiency initiatives and programming. The incumbent will provide team and grant management and development, program delivery, quality control, and evaluation. Essential Duties and Responsibilities:The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.Grant/Program Management
  • Prepares and submits grant applications and proposals, including gathering necessary documentation and information. Coordinates grant application(s) process by convening appropriate community partners and funders, facilitating the grant writing process, and leading the grant writing efforts in collaboration with AMHA and community partner(s).
  • Prepares and submits grant reports for family stability and various self-sufficiency grants. Additional grants may be added as they are awarded.
  • Maintains program policy information and communicates changes in programs, services, policies, or procedures to staff.
  • Oversees stability and self-sufficiency programs and activities.
  • Identifies resident needs and coordinates services and events with Service Coordinators for segments of the resident population or entire properties, resident organizations, including educational development and training, extra-curricular activities, workforce development, or other outreach workshops. Secures support for timeline and logistics from the Administrative Assistant.
  • Ensures timely follow up on requests for services as appropriate.
  • Serves as liaison for HUD representatives as related to resident services programming and grant activities.
  • At the direction of the Director of Resident Services, develops and enriches community partnerships and relationships to enhance services to the clients of the AMHA.
  • In cooperation with the Director of Resident Services, researches and evaluates AMHA's involvement in community collaborations. Recommends to the Director of Resident Services involvement where appropriate and assures that AMHA is making meaningful contributions to these efforts.
  • Ensures that AMHA's efforts are recognized in the community and that AMHA has a voice on issues important to AMHA and its clients. Networks between agencies that benefit AMHA.
Staff Supervision
  • Evaluates and recommends job applicants who meet the skills, abilities, experience levels and competencies required by the position(s).
  • Supervises staff including: assignment, training, evaluating, and disciplining of employees.
  • Delegates authority and responsibility to staff as necessary to administer programs and activities and sets clear expectations and goals, provides timely feedback, and coaches staff on a regular basis.
  • Processes, monitors, and maintains required personnel and payroll data.
Communication and Reporting
  • Prepares correspondence, technical and status reports, etc. to keep management informed of the progress of the stability and self-sufficiency programs.
  • Analyzes, evaluates, drafts, reviews, and revises substantive correspondence as appropriate.
  • Networks and forms relationships with other housing professionals and service providers in order to keep abreast of services and assistance available to AMHA residents.
  • Ensures that others within AMHA are made aware of services and assistance options available to AMHA residents.
  • Partners with local agencies, community service organizations, and businesses to coordinate events, services, and programs for AMHA residents and applicants.
  • Compiles case notes and tracks participation and referrals. Accesses and records resident resource and community resource information.
  • Communicates resident concerns to Resident Services Senior Manager to modify service offerings or address global issues.
  • Completes monthly reports to comply with department and program requirements.
  • Prepares and submits departmental required reports.
  • Responds to inquiries, requests, and complaints, as necessary, and in a timely manner and communicates complaints to the Resident Services Manager, as needed.
  • Represents AMHA and participates or recommends participation on boards and committees whose purpose directly or indirectly enhances the quality of life of AMHA clients.
  • Represents AMHA in a professional manner at various community functions, annual meetings, inter-agency workshops, etc.
Budget Management
  • Collaborate with finance department and Director of Resident Services to develop, monitor, and manage grant budgets. Address any budget-related issues or concerns.
  • Ensure proper allocation of funds and adherence to budgetary guidelines.

  • Knowledge of policies, procedures, goals, objectives, operational entities, requirements, and activities as they apply to the assigned organizational entity in the AMHA
  • Knowledge of the applicable HUD rules and regulations as they pertain to the affordable housing programs AMHA administers and manages.
  • Ability to exercise initiative, use sound judgment in analyzing situations, and make decisions in a timely manner
  • Ability to research and develop successful grant proposals for public and private funding sources
  • Knowledge and experience in project and budget management, administrative planning, and coordination of activities
  • Ability to develop relationships with agencies, schools, businesses, and other local organizations to expand the program through community partnerships
  • Knowledge of general landlord/tenant and fair housing laws
  • Comprehensive knowledge of social work and resources available through community agencies
  • Knowledge of the needs and attitudes of the physically, socially, and economically disadvantaged, including the youth and elderly population, and ability to communicate with individuals of varying social, educational, and economic backgrounds
  • Ability to exercise tact and diplomacy in dealing with sensitive, complex, and confidential issues and situations and crisis management situations
  • Ability to understand and practice the rules of confidentiality
  • Ability to present information, both orally and through writing, effectively and in a clear, concise, and convincing manner
  • Proficient mathematical and statistical skills and ability to understand and interpret data, charts, and graphs and prepare and maintain accounting reports and statements

Education, Experience and Certifications:Bachelor's degree in social services or related field and 3-5 years' experience in social service program management, management of grant-funded programs and professional-level staff, and community relations/collaboration, or an equivalent combination of education and experience. Master's Degree or LSW preferred. Must possess a valid Ohio driver's license and be insurable under AMHA's policies.Computer Skills:To perform this job successfully, an individual should have strong computer skills and become proficient in Efforts to Outcomes (ETO) and Microsoft Office applications. Familiarity with Tenmast is desirable. Must be able to learn other computer software programs as required by assigned tasks.Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job:While performing the duties of this job, the employee is frequently required to maintain a stationary position, operate computers and other office equipment, move about the office, attend onsite and offsite meetings, and communicate.
