QUALIFICATIONS:

Education/Certification:

* Required: Bachelor's Degree with major in Accounting or Finance

* Preferred: Certified Public Accountant or CPA Candidate

Experience:

* Required: Minimum of Five years' experience in accounting or finance, two years' experience in a supervisory position

* Preferred: Experience with Texas school district or other governmental accounting

Personal:

* Knowledge of generally accepted government auditing standards, generally accepted accounting principles for state and local governments, Texas Education Agency Financial Accountability System Resource Guide, and effective internal controls over financial records

* Familiar with Texas Education Agency's Financial Accountability System Resource Guide (FASRG)

* Familiar with the Texas Education Code

* Experience in planning, developing and implementing sound business procedures

* Ability to motivate staff members

* Ability to exercise initiative and make firm and impartial decisions based on policies and sound accounting or business practices

* Ability to work effectively with diverse groups and individuals

* Ability to communicate effectively both orally and in writing

* Knowledge of budgeting and competent understanding of various accounting and reporting systems

* Proficient in the use of personal computers and the use of spreadsheet software for financial analysis and reporting. Knowledge of word processing and presentation software for reporting and communicating to others

FUNCTION:

The Senior Accountant, under the direction of the Chief Financial Officer (CFO), is responsible for maintaining the District's accounting for and reporting on capital projects funds activity, financial analysis and projections, MAC/SHARS reconciliations, and preparation of monthly financial statements. Maintain all activity relating to Debt Service, providing oversite and guidance to the Accounts Payable Department and other special projects as determined by the CFO. The Senior Accountant will collaborate closely with the Accountant-Accounts Payable as projects relate to this area of responsibility

MAJOR RESPONSIBILITIES & REQUIREMENTS:

Financial Reports

* Prepare quarterly financial statements for the Board of Trustees for the General Fund, Food Service Fund, Debt Service Fund, and Internal Service Funds.

* Verify all inter-funds by fund are in balance and reconcile if necessary.

Bond Funds

* Review expenditures for proper project approval, verify proper coding, prepare timely reports, and communicate with Office of Purchasing and Distribution and Accounts payable as necessary

* Prepare monthly reports with remaining bond fund balances

MAC/SHARS

* Responsible for MAC/SHARS monthly, quarterly and annual timely reporting to ensure the maximum amount of reimbursement is received

Debt Service Funds

* Review and post existing debt interest accruals, amortization of issuance costs, premium and discounts

* Initiate payments of principal and interest

* Input new debt issuances

* Budget annual debt expense payments

Accounts Payable

* Assist in training, motivating, guiding and monitoring accounts payable staff.

* Review processes and procedures to ensure maximum efficiency.

* Reconcile outstanding encumbrances at year end to ensure accuracy for the following year and the financial audit

* Analyze bond project application payment requests. Ensure purchase order, retaining and correct account numbers are charged. Research prior payments and outstanding balances

Other

* Maintain financial analysis and schedules for use in the Certified Annual Financial Report and other requested analysis as needed

SUPERVISORY RESPONSIBILITIES:

* Accountant-Accounts Payable and guidance with Accounts Payable Specialists
