Current Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Senior Accountant, G18 OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G18 and eligible to transfer to Senior Accountant, G18 under Section 70.1 of the Civil Service Law; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in an accounting, auditing or fiscal traineeship at the G14 or G16 level and eligible to transfer to an Accountant Traineeship under Section 70.1 of the Civil Service Law.NY HELPS Minimum Qualifications: Accountant Trainee 1, NS - A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.Accountant Trainee 2, NS- A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.Senior Accountant, G18- A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.Minimum Qualification Substitution:A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.Preferred Qualifications: In addition to meeting the minimum qualifications of the position, it is preferred that the incumbent have the following abilities and qualifications: Knowledge of governmental accounting standards, the OSC GFO and Fund Classification Manual, or other similar federal or state government compliance requirements. Ability to conduct desk reviews with attention to detail and possess an ability to communicate through oral and written communication in a manner that is easy to read, and understandable to those without an accounting background. Experience using the Statewide Financial System. Experience in accounting areas such as accounts payable, purchase requisitions, or vouchers. Duties Description This position is located in the Offline Payments unit of Medicaid Financial Management within the New York State Department of Health Division of Administration, Fiscal Management Group. Under the supervision of an Associate Accountant, the Senior Accountant will process provider and non-provider payments in addition to handling the fund accounting for offline payment activity primarily funded by intergovernmental transfers from local districts received on a voluntary basis.Job Description and Responsibilities: Receives and reviews requests to issue payments verifying, classifying, and coding proper chart of account fields and funding sources to support the issuance of payment in accordance with standards set by the Office of the State Comptroller (OSC) Guide to Financial Operations (GFO) and Fund Classification Manual. Prepares accounting forms and templates, including AP voucher and BSC Excel templates, with proper coding, and processes accounting entries in the Statewide Financial System (SFS) in accordance with governmental accounting standards set by OSC GFO and Fund Classification Manual. Monitors and verifies cash receipt deposits to fund payments. Prepares internal files and accounting schedules and maintains them on a payment by payment basis. Collects and compiles supporting documentation and records making sure they are accessible and readily available for review, request upon audit, or inquiry. Adheres to established accounting methods and processes and may recommend potential changes to current accounting systems and documentation standards. Prepares or assists in the preparation of special accounting schedules, forms, and reports related to payment-based revenue and expenditures, system reports, and funding of federal and non-federal shares. Prepares reconciliations of revenue and expenditures from accounting records to the SFS. May provide advice and assistance regarding technical accounting and reporting matters related to revenue and expenditures for payment activity. Prepares funding request letters requesting intergovernmental transfers for non-federal shares of payments. Performs various other duties as assigned.
