Duties
The Senior Advisor for Multifamily Housing (MFH) serves as the principal advisor to the Deputy Assistant Secretary (DAS) and the Associate Deputy Assistant Secretary (ADAS) on MFH issues for MFH Programs. The Senior Advisor must keep abreast of conceptual and current MFH issues which may have impact on current or future missions. The Assistant Secretary for Housing conducts operations in the national marketplace and the Senior Advisor must make competent recommendations with respect to current Government housing laws, rules, policies and practices along with industry housing practices and customs in the areas of mortgage finance and servicing, asset management, risk and counterparty oversight, operations, and recapitalization.
MAJOR DUTIES AND RESPONSIBILITES
* Supports the DAS and ADAS in providing mortgage insurance originated by FHA-approved lenders to facilitate the construction, rehabilitation, repair, refinancing, and purchase of multifamily rental housing properties. In addition, advises on rental assistance and preservation programs with recommendations to provide stability, climate resilience, energy efficiency, affordability, and increased access to safe and affordable housing for the nation's workforce, low-income families, seniors, and persons with disabilities.
* Identifies best practices for MFH services and serves as a catalyst to export them to grantees, housing providers, and communities. Similarly, the Senior Advisor will apply their expertise concerning events and is expected to advise/assist others concerning the process, methods, and obtaining effective results arising out of HUD's commitments.

Qualifications
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a written narrative addressing each MTQ separately, not to exceed one (1) page per MTQ. To meet the minimum qualifications for this position, candidates must possess a minimum of one year of specialized experience at or equivalent to grade level GS-15. Specialized experience is defined as the demonstrated ability to perform the duties of the position, including progressively broad and complex experience directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) below.

Mandatory Technical Qualifications (MTQs):
MTQ1 - Demonstrated experience assisting in the management and direction of programs.
MTQ2 - Demonstrated experience in a broad spectrum of factors when making decisions or recommendations including public policy stances, economic impact, effect on other organizational entities, effect on Congressional relations, effect on national, regional, and overall HUD policy goals, and on staff resources.
MTQ3 - Demonstrated experience implementing a wide range of policies and procedures for the origination and servicing of the FHA multifamily mortgage insurance programs, the Section 202 and 811 Capital Advance programs, and the Section 8 Project Based programs.
Time-in-grade requirements do not apply to SL positions. Qualification requirements must be met by the closing date of this announcement.
