Blumont's current donors include the United States Agency for International Development (USAID), United States Department of State (DOS), United Nations organizations, the German Federal Foreign Office, the Danish Ministry of Foreign Affairs, and the French Ministry for European and Foreign Affairs.Blumont is seeking a Senior Advisor, Governance and Stabilization to join our Program Quality and Learning (PQL) team. As part of Blumont's governance and stabilization practice, s/he will facilitate development and implementation of high impact programs supporting stabilization and governance across multiple United States Government, Public International Organization (PIO), and European donor funding, with a special focus on USAID/OTI programming. S/he will be well-versed in key elements of transition and stabilization programming including governance, civil society strengthening, essential service provision, and community participation and social cohesion. S/he will play a lead role in new business development to expand Blumont's stabilization and governance portfolio; provide technical assistance to support stabilization and governance initiatives and activities in collaboration with other technical and operations focal points in Blumont; and strengthen corporate capability in cross-sectoral approaches to promote good governance in areas affected by fragility, conflict, and violence (FCV). Additional experience in security cooperation is also desired. S/he will also develop and nurture professional relationships with leading industry experts, implementing partners, and key clients.KEY AREAS OF ACCOUNTABILITYBusiness Development
  • Analyze donor trends, assess opportunities, and lead technical design for new governance and stabilization initiatives, with a focus on capture and response for USAID/OTI and similar stabilization bids.
  • Collaborate with business development and field teams (as relevant) to develop winning proposals, concept notes, and expressions of interest.
  • Develop and manage relationships with bi-lateral, multi-lateral, and private sector clients and international and national implementing partners to inform programming and new business decisions.
Technical Leadership and Program Support
  • Serve in SWIFT-6 program field-based operational or program roles on specific task orders including start-up or close-out support, temporary coverage, surge needs, and specific program support or technical assignments.
  • Serve in a task order manager role as needed; responsible for managing the overall operations of task orders, which may include: communications, administration, logistics, procurement, staffing/recruitment, budgeting, finances, reporting, and property.
  • Provide technical guidance to ensure high-quality governance and stabilization programming across Blumont's portfolio, with a particular focus on USAID/OTI programming.
  • Lead and support program design, implementation, and adaptive management in conflict and post-conflict environments in collaboration with other practice members.
  • Conduct field-based assessments and provide technical assistance to enhance program effectiveness.
  • Develop and promote innovative, cross-sectoral approaches to stabilization, governance, and social cohesion.
Capacity Building and Knowledge Sharing
  • Mentor staff and provide professional development opportunities to enhance technical capacity.
  • Author and/or contribute to the development of technical articles, papers, reports; and lead and/or support presentations, seminars and workshops on relevant topics.
  • Represent and promote Blumont's approaches and results, expand its relationships with clients and industry actors, and capture trends, promising practices and business intelligence through active participation in relevant communities of practice, industry events, groups and associations.
QUALIFICATIONS:
  • Degree in international development, Conflict Studies, Governance, or a related field.
  • Minimum 10 years of experience required with a USG foreign affairs agency, international assistance organization, or non-governmental organization, in community development, economic development, mediation/arbitration, conflict resolution and stabilization, youth and workforce development, democracy and governance, international law, human rights activities, security cooperation, and/or political analysis.
  • Minimum of two (2) years of overseas field experience working in one or more developing countries undergoing political instability.
  • Strong personnel management, communication, presentation, writing and cross-cultural interpersonal skills.
  • A demonstrable track record in the solution design, development, and writing of successful governance and stabilization proposals. USAID/OTI proposal experience required.
  • A demonstrable track record of implementing stabilization and governance programs with measurable results for USAID/OTI and other USG and non-USG donors.
  • Strong knowledge of international conflict architecture, partnership landscape, and familiarity with the international funders and stakeholders working to promote global stabilization and good governance initiatives.
  • Experience working on stabilization and governance issues in non-permissive environments areas and experience with civilian-military cooperation preferred.
  • Commitment to respect cultural differences and the ability to work effectively with people from a range of backgrounds and experiences. Demonstrated leadership skills and ability to work independently and as part of a team.
  • Fluency in English.
EXPERIENCE and SKILLS
  • Extensive experience in a similar role; Prior experience with USAID/OTI preferred.
  • Field-based experience implementing stabilization programming and/or operations. USAID/OTI programming experience required.
  • Proficiency in Arabic, French, Spanish, or another language strongly preferred.

  • Up to 25%
