Job Description:

The City Unit was established to manage the ongoing fiscal tracking and reporting of all programs funded by City Tax Levy (CTL). This unit ensures that high-profile CTL funded programs are implemented, tracked, and reported on in a systematic manner to ensure the success of the program and the ability to receive CTL reimbursement from the Mayor's Office of Management and Budget (OMB). The City Unit is also responsible for partnering with CTL funded program leads to respond to all City Hall and City Council inquiries about programmatic spending and metrics, as well as ongoing planning. The Senior Management Consultant will support the Assistant Director of Fiscal Affairs with oversite and management of the City Unit.

SUMMARY OF DUTIES AND RESPONSIBILITIES:

Reporting to the Director of Fiscal Affairs, the Senior Management Consultant will be responsible for:

  • Supporting the Director in a variety of City Unit financial analysis projects related to City Tax Levy (CTL) funded programs.
  • Developing understanding and maintaining expertise of CTL funded programs funding sources, program structure and operations as they relate to CTL funding.
  • Acting as a liaison between program leads, H+H Finance and OMB; building and maintaining relationships.
  • Fielding program leads' inquiries and troubleshooting with the Assistant Director.
  • Supporting the Assistant Director with managing, collecting and reviewing quarterly reporting on CTL funded programs for OMB.
  • Preparing and distributing quarterly reporting templates to program leads be used for the collection of financial and programmatic metrics for CTL programs.
  • Reviewing financial reports, identifying variances and anticipating inquiries from OMB and other fiscal monitors, and devising strategies to address them for review by the Assistant Director of Fiscal Affairs.
  • Assisting with the preparation of quarterly summary reports for OMB on CTL funded programs expenditures and performance.
  • Assisting the Assistant Director in developing internal tracking and monitoring mechanisms/processes for CTL programs.
  • Distributing information from quarterly reporting to various H+H Finance teams.
  • Collaborating with program leads to prepare responses to OMB inquiries regarding CTL programs' financial and programmatic metrics.
  • Assisting the Assistant Director with preparing and submitting drawdown requests for CTL programs.
  • Compiling information to be used for developing ROI plans and coordinating analyses with Budget on CTL programs.
  • Capturing comprehensive meeting minutes, highlighting key discussions, action items, and decisions in a clear and concise manner for distribution and reference.
  • Advising newly CTL funded programs on the financial and operational structures and processes that must be established for proper program tracking and management.
  • Creating, maintaining, and utilizing Tableau dashboards to track CTL funded programs actuals and programmatic metrics.
  • Assisting current CTL funded programs with establishing structures and streamlining processes for managing and tracking programmatic spending and metrics.
  • Supporting the planning and reporting with other City agency partners.
  • Preparing professional presentations, data graphics and other materials on CTL funded programs and financial performance; creating reports that present data in multiple ways for a variety of audiences, including executive leadership.
  • Other related duties as assigned.

Minimum Qualifications:

1. A Master's degree in public administration or business administration, or in an equivalent or equally acceptable program, and four (4) years of satisfactory, full-time paid experience in a major governmental agency or large corporation or foundation in management analysis or in operational direction, planning, coordination or control of which two (2) years must have been in a supervisory, administrative or consultative capacity; or

2. A Baccalaureate degree from an accredited college or university and five (5) years of experience as stated in #1 above of which three (3) years must have been in a supervisory, administrative or consultative capacity; or

3. A satisfactory equivalent, however, all candidates must possess not less than the two (2) years of supervisory, administrative or consultative experience required. Four (4) years of appropriate general experience may be substituted for a Baccalaureate degree requirement. Appropriate full-time teaching experience in an accredited college or university may be substituted on a year-for-year basis for the required general experience and appropriate full-time teaching experience in a position of professional rank may be substituted on a year-for-year basis for the required supervisory, administrative or consultative experience.
