The ideal candidate will have an accounting background, with strong local government budget experience and a desire to shape local policy.Analysts and Deputy County Administrative Officers assist in navigating sometimes difficult political, financial, and operational issues. They must be able to understand and interpret legislation important to the County, identify emerging issues that could affect the local community, and perform keen analysis on matters that affect the County services. The employee will be part of a team of skilled professionals and must be able to work collegially and collaboratively with others in a fast-paced environment.   • Performs budget analysis by reviewing budget requests of assigned departments and considering departmental and countywide implications of requested budget actions, as well as compliance with County goals and policies. Formulates and develops budget recommendations. Confers with departmental staff regarding fiscal alternatives. Presents and defends budget recommendations during annual public budget hearings.
  • Monitors the adopted budget throughout the fiscal year, prepares periodic budget reviews.
  • Conducts special studies by analyzing issues, problems, operating procedures, practices, and/or policies connected with County government; develops proposed solutions; evaluates alternatives; and makes recommendations. Topics may include areas such as organizational structure, staffing, facilities, equipment, cost analysis, productivity or policy or procedure modifications; negotiates effective solutions with the appropriate department head.
  • Reviews and prepares policies and procedures with countywide impact; advises department representatives regarding County policies and procedures.
  • Plans, develops, coordinates, and implements, or directs the implementation of, a variety of projects and/or programs with major departmental, functional, or countywide impact.
  • Acts as County Administrative Office liaison with representatives of various County departments. Provides guidance and technical and administrative support to departments and other appropriate agencies. Coordinates and provides leadership on matters having inter-departmental application.
  • Collects, compiles, and analyzes data and information; develops recommendations; prepares narrative and statistical reports, correspondence, spreadsheets, and graphics for the County Administrative Officer and Board of Supervisors using automated techniques.
  • Analyzes trends and issues; resolves concerns and problems; interprets concerns, defines desired results, creates solutions, and recommends direction of new County strategies.
  • Evaluates legislation and pending bills; develops management recommendations in response to proposed legislation and revised regulations, including analysis of court decisions, proposed legislation, and new program and fiscal mandates. Researches laws and other regulatory requirements governing County operations.
  • Prepares drafts of presentations, resolutions, ordinances, contracts, and administrative policies as assigned.
  • Reviews agenda items, budget modification requests, and other administrative functions to assure compliance with County goals and policies.
  • Presents staff reports to Board of Supervisors and explains or justifies recommendations.
  • Serves, as appropriate, as staff for various boards, commissions, and committees.
  • Represents the County Administrative Office at meetings with department heads and officials of other agencies.
  • Principal Analyst:
  • Assists the County Administrative Officer and Assistant County Administrative Officer with interdepartmental and intergovernmental programs or projects.
  • Assists in coordination of the County budget process; assists in the preparation of capital improvement programs.
  • May conduct financial forecasting, assists in the implementation of short and long term financial plans.

  • Assumes responsibility for a major functional area, including policy recommendations.
  • Assists the County Administrative Officer and Assistant County Administrator with interdepartmental and intergovernmental programs or projects; provides technical and administrative assistance to departments and other appropriate agencies; coordinates and provides leadership on matters having interdepartmental application. Works on projects involving the most complex and/or controversial issues; represents the County Administrative Office and/or Board of Supervisors as assigned.
  • Negotiates contracts with community agencies and public entities.
  • Gathers statistical and research data; develops methodology and analyzes complex administrative and fiscal proposals; presents staff reports and recommendations to the Board of Supervisors; interprets and/or develops recommendations regarding appropriate County policies and rules; reviews and verifies various financial records and other reports.
  • Responds to requests for information from the public and departmental personnel.

Knowledge of: Principles and practices of management necessary to participate in the planning, analyzing, developing, evaluating, and directing the diverse and complex activities of county government; county programs, functions and operations; standard office equipment; computer applications and techniques as they relate to performance of duties.Ability to: Develop recommendations regarding County policies and rules involving complex issues while maintaining consistency with County objectives and standards. Plan, organize, evaluate and coordinate work assignments with a minimum of direction and control.
