Position DescriptionBring your finance experience to the Facilities Management and Construction Department as a Senior Budget Analyst. This position is responsible for overseeing financial resources, allocation of funds, preparing the annual budget, preparing budget reports, monitoring spending, and creating cost-benefits analyses for the department. Be part of the Facilities Management and Construction team where you will coordinate with clients, Finance, and Planning to deliver Administrative, Capital, and Operations/Maintenance budget. Pay & Benefits- Salary: $70,012.80 to $84,011.20 ($33.66 to $40.39 per hour).
- 2025 Anoka County Salary Schedule Grade 34: $70,012.80 to $98,009.60 ($33.66 to $47.12 per hour).

- Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m.
Job Duties and ResponsibilitiesThese examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Senior Budget Analyst.
- Partner with leaders in the preparation of Facilities Management and Construction annual budget.
- Vet funding requests for merit and authenticity.
- Recommend level of funding appropriate for inclusion in the budget.
- Prepare complex budget reports, budget analysis, fund balance analysis, and debt service analysis.
- Ensure adherence to the budgeted levels and fund balance projections. Review and process invoices.
- Responsible for recommending county-wide chargebacks.
- Administer performance measurements for Facilities Management and Construction and evaluate the impact of changes proposed through Federal and State mandates, laws, statutes, and accounting pronouncements.
- Forecast balance levels.
- Explain budget and financial policies, procedures, and concepts to leaders and the Facilities Management and Construction team.
- Utilities to include utility kpi's such as KWH and Therms.
- Recommend budget plans and policies.
- Provide leadership, coaching, and/or mentoring as needed.
Qualifications and Requirements:Minimum Knowledge, Skills, and Abilities Needed- Requires a bachelor's degree and at least 4 years of job-related experience
- In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis
Preferred Knowledge, Skills, and Abilities Needed:- Degree in Accounting, Business, Finance, or related field.
- Possess a Certified Public Accountant (CPA) license.
- Knowledge of Generally Accepted Accounting Principles (GAAP), financial systems and county organization and operation and ability to apply that knowledge.
- Ability to analyze, develop and interpret rules, regulations, policies, and practices.
- Strong verbal and written communication skills.

- Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness.
- Hearing abilities required for general and phone communication, signals, and machine sounds.
- Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work.
- Occasional lifting of 10-20 lbs.
- Equipment used includes computers, phones, and standard office equipment.
- Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle.
