This position is also responsible for a variety of inspections as needed involving mechanical, plumbing, industrial, and residential type construction. Examples of Duties
  • Prepares or recommends work assignments for inspectors.
  • Performs, and assists staff in the performance of, field inspections of new, remodeled, and other commercial, industrial, and residential buildings to ensure compliance with regulations, permits, and zoning requirements; ensures compliance with applicable building, electrical, mechanical, pollution, and plumbing codes.
  • Reviews construction plans to ensure code compliance; issues or denies building permits.
  • Prepares and maintains construction and building inspection results, files, and logs; prepares related reports.
  • Receives and responds to questions and/or complaints from a variety of individuals and/or businesses regarding codes and regulations, inspection schedules, inspection results, and code compliance requirements.
  • Performs other duties of a similar nature or level.
  • Examples of duties include, but are not limited to:
  • Consult with architects, engineers, and contractors as well as City staff from various departments including community standards, planning, and engineering, regarding Building Code and City ordinance compliance for various types of construction projects.
  • Review permit applications to ensure accuracy, they correctly reflect anticipated work, and are issued in a timely manner.
  • Identify necessary plan review corrections and recommend changes to applicant during commercial plan review process, for both building and mechanical plans, to ensure code and city ordinance compliance.
  • Perform various field inspections, for all types of permits issued by the Building Inspections Department, to ensure codes and/or ordinances are compliant, including building, mechanical, and plumbing inspections for commercial, industrial, and residential projects.
  • Must be able to make field decisions based on evaluating situations and conditions to ensure the construction process adheres to code requirements and City ordinances.
  • Record accurate and detailed daily records of inspection activities such as correction notices.
  • Using HVAC experience, educate/train other inspectors while becoming primary mechanical plan reviewer and inspector.
  • Respond in a prompt, positive, and courteous manner through emails, over the phone, and in-person to inquiries from architects, designers, engineers, developers, contractors, homeowners, and others regarding plumbing and building codes, related ordinances, policies, and procedures.

  • Supplemental Information MINIMUM REQUIREMENTS:1. Two years commercial inspections and plan review experience with a municipality.2. Two years HVAC inspections and/or plan review experience with a municipality.3. Three years residential inspections experience with a municipality.4. Three years residential plan review experience, including new homes, with a municipality.5. State of Minnesota Certified Building Official license.6. Two years computer skills (Word, Excel, Power Point, Outlook).7. Associate's degree or two-year technical certificate in Building Science or related field, or equivalent combination of education and experience.8. Valid driver's license. DESIRABLE QUALIFICATIONS:
  • Three years commercial plan review or design experience dealing with complex projects.
  • State delegation agreement for inspections and/or plan review of public buildings and state-licensed facilities.
  • Five years experience in the HVAC trades industry.
  • Experience performing electronic plan reviews.
  • ICC/ICBO certified Building Plans Examiner.
  • ICC/ICBO certified Building Inspector.
  • Minnesota SSTS Individual Inspector Certification.
  • Completion of vocational training in a related building construction trade, or two years of pre-engineering or construction management coursework, or completion of BIT program (Associate Degree or Certificate).

All full-time probationary and regular City employees are eligible to participate. Single coverage is part of the core, but if the employee so elects, he/she may include his/her dependents on a family policy. Employees may choose from four options under HealthPartners. Coverage becomes effective the first of the month following date of hire for both employee and employee+ policies. The following are the monthly premiums for each plan: DENTAL INSURANCESingle dental insurance is part of the core, but family dental insurance is available. All full-time probationary and regular employees are eligible. This dental insurance becomes effective on the first of the month following date of hire. The monthly premiums for single and family coverage is: PLAN SINGLE DEPENDENT/FAMILY HealthPartners $57.75 $113.07 LIFE INSURANCEBasic life in the amount of $50,000 is part of the core. All full-time probationary and regular City employees are provided with a term life, accidental death and dismemberment insurance policy. PLAN RATE The Standard $8.50 ADDITIONAL LIFE INSURANCEAvailable for family members of all full-time probationary and regular employees at low group rates from The Standard and/or PERA Life. Specific regulations apply. LONG-TERM DISABILITYAll active full-time employees who work 40 hours a week are eligible to participate in the long-term disability (LTD) plan. RETIREMENTRetirement benefits are those of a coordinated plan which combines the benefits of the Public Employees Retirement Association (PERA) with regular Social Security benefits. The employee contributes 6.50% of total annual earnings to PERA. The city contributes 7.50% of the employee's annual earnings to PERA. The employee also contributes the mandatory social security contribution which is matched by the City.
